TASK ORDER STATEMENT OF WORK

NIEHS JUNIOR LEADERSHIP DEVELOPMENT PROGRAM FOR GS 11 & BELOW

NATIONAL INSTITUTES OF ENVIRONMENTAL HEALTH SCIENCES RESEARCH TRIANGLE PARK, NC

1.0 INTRODUCTION: The Contractor shall provide high-quality targeted leadership development program for non- supervisory employees at the GS 11 grade level and below at the National Institute of Environmental Health Sciences (NIEHS), located in Research Triangle Park, North Carolina.

2.0 TASKS: The Contractor shall provide the following services under this task order in accordance with the Statement of Work:

2.1. Program Format: There will be approximately 30 – 40 NIEHS junior staff to be trained per cohort. The program structure and cohort framework shall consist of (3) components entailing a combination of the following:

2.1.1. Classroom Training & Collaborative Dialogue – Contractor shall provide classroom training and collaborative cross-institutional dialogue with other cohort participants. Two (2) NIEHS staff shall be permitted to observe all program sessions.

a) The classroom and collaborative component shall be spread over the course of a minimum of 4 months to no more than 6 months and shall include a 1-day orientation and (5) 2-day training sessions of classroom-based instruction time. The orientation and training sessions will convene onsite at NIEHS facilities. Locations include 530 Davis Drive Morrisville, NC and/or 111 T.W. Alexander Drive, Durham, NC.

b) Day-long programs will be hosted at NIEHS facilities and should include appropriate time and meals for breaks and lunch. The Contractor shall be responsible for laying out participant material and preparing instructional equipment and aids - unless otherwise specified by NIEHS policies and procedures.

c) In the leadership training and learning phase, the Contractor shall incorporate a variety of instructional approaches utilized within a blended learning environment, such as:

i. Experiential Learning

ii. Segmented classroom sessions bridging, responding to, and building upon workplace application

iii. Interactive Discussions

iv. Individual on-the-job learning assignments

v. Developmental Learning Plans

vi. Mentor support (provided by agency)

d) Individualized Coaching and Tools

Note: A sample outline with possible session topics is referenced in Appendix A.

2.1.2. Development Projects and Other Activities

· The Contractor shall provide instructional learning of key principles and models presented in the leadership training components, as well as applying the learning to enhance participant knowledge which shall be spread over the 4-6 months of the program.

· The Contractor is expected to offer any of the following and make recommendations on timing and frequency:

· Periodic group workshops

· Action learning assignments

· Reinforcement of content already learned

2.1.3. Individualized Coaching Sessions and Self-Assessment Tools

· The Contractor is expected to provide a debrief of Assessment Data to ensure that:

· Participants will receive self-assessment results, along with survey feedback from peers and supervisor(s).

· Individualized coaching sessions will focus on discussing strengths and areas for improvement of skills and abilities based on survey feedback. Coaching fees should include the coach’s preparatory work. Note: The Contractor should provide NIEHS with a selection of available assessments. NIEHS will select the assessment to be used in the program.

· Additional assessments that increase self-awareness and awareness of differences in personality/leadership styles are recommended.

· Any pre-course reading material should be provided to participants no less than three weeks in advance and discussed by faculty and participants during program.

2.2. Objectives: The overall objectives of the program include, but are not limited to, the following primary developmental areas:

2.2.1. Self-Awareness and the Leadership Function

a) Emotional intelligence and interpersonal effectiveness

b) Leadership styles

c) Personality types

d) Transitioning into supervisory roles

e) Personal effectiveness - time management and continuous learning

2.2.2. Understanding and Collaborating with Others

a) Collaboration and coalition-building

b) Negotiation and persuasion

c) Delegation

d) Motivation

e) Conflict management

f) Giving and receiving feedback (performance management)

g) Diversity awareness, sensitivity, and valuation

h) Communication (both up and down the supervisory chain)

2.2.3. Key Business Acumen

a) Knowledge management

b) Strategic thinking – encompassing creativity and risk assessment

c) Analysis and problem-solving

d) Innovation in the Federal Government and Managing change

3.3. DELIVERABLES: The Contractor shall:

· Develop a leadership program that includes the content, topics, and format listed in this Statement of Work (SOW) in the initial contact year. Contractor performance during the first program in the initial contract year will determine if additional programs will convene. Thereafter, upon the approval of the NIEHS, the program will convene up to 2 times each subsequent contract year;

· Work closely with the NIEHS, and other parties as identified, during program development phase to ensure content meets developmental needs and expectations. This includes emails, phone calls and occasional meetings as required;

· Meet with NIEHS program staff three [(3) times)] for the initial leadership program. The first meeting, to review the plan for implementation, will be thirty (30) days (or more) prior to the first day of the component. The second will be to review the first evaluation findings and discuss necessary adjustments no more than fifteen (15) days after the last day of the program. The third will be to review the second evaluation findings and is scheduled in conjunction with the delivery of that specific summary report. Meetings will convene either face to face or via phone. For each subsequent year, designated Contractor reps will meet with NIEHS program staff ninety (90) days prior to each scheduled leadership program cohort to review the plan for implementation.

· Provide a work plan/agenda with timeline and deliverable dates to the COR, via e-mail fifteen (15) business days post contract period commencement;

· The Contractor shall provide a program binder of course materials for each program participant. The Contractor shall submit two (2) draft copies of the program binder and materials at least sixty (60) working days prior to the first day of each program – noting any revisions made to previous versions. The materials will be reviewed and returned to the Contractor, with appropriate comments, within fifteen (15) working days. Any changes that are required the Contractor shall make and incorporate into the materials within five (5) working days. · During the course of the program the Contractor shall, with technical assistance of NIEHS, create an electronic library of updated training materials. All training materials will be made available to participants and NIEHS staff electronically, except when proprietary or copyright restrictions make doing so prohibitive. Except when proprietary or copyrighted, all developed materials will be the final property of the NIEHS;

· The Contractor's staff and all products and activities related to the contract shall clearly identify NIEHS as the sponsor of this program. In addition, the text and other materials such as handouts, PowerPoint presentations, slides, overheads and other instructional material shall also be identified by the NIEHS and/or NIH logos and program title;

· The Contractor shall arrange for and/or deliver all course materials to the training site(s) and provide copies to the NIEHS program manager;

· The Contractor shall furnish all quality written and visual materials necessary for the program requirements as outlined in SOW;

· The Contractor shall communicate, via email, with program participants about necessary logistical information as appropriate.

· Program Evaluation: This occurs at the end of session and at the end of the overall cohort.

· The Contractor shall prepare three (3) core evaluations:

a) The first shall be an evaluation of each daily session of the classroom training component.

b) The second evaluation shall be an evaluation of each session in the individualized coaching component. These evaluations shall be directed toward soliciting participant’s comments as to the value of the material taught, relevance to job, changes and additions recommended, and the quality of the instructor(s).

i. The first and second evaluations shall be emailed to NIEHS at least 15 working days prior to the first day of each program. They will be reviewed and returned to the Contractor, with appropriate comments, within 10 working days. Any changes that are required by the review shall be accomplished by the Contractor within five (5) working days.

c) The third, to be designed in collaboration with the NIEHS, shall be an evaluation of the participant’s overall learning and development after completing the leadership program. This evaluation shall seek supervisor feedback on observable learning exhibited by the program participant, as well as recommendations on how to improve supervisory engagement, and enhancing the overall program. This evaluation shall be administered 6 months post program completion.

d) Summary reports of program sessions, which includes compiled data from the first two (2) evaluations accompanied by copies of original questionnaire and findings for the evaluations. Delivery shall be made within 15 working days after each program component.

e) Summary report for the third evaluation in accordance with SOW. Delivery shall be made no later than 8 months after the last day of the program.

7.0 PLACE OF PERFORMANCE: See IDIQ SOW.

8.0 PERIOD OF PERFORMANCE: 4-6 months of training within a 1 year period.

9.0 NOTE: The terms and conditions of the Basic contract and General SOW apply to this task order.
