NON-COMPETITIVE

COMBINED SYNOPSIS / SOLICITATION

Title: dCas9-KRAB Cell Lines

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(ii) The solicitation number is 75N95024Q00198 and the solicitation is issued as a request for quotation (RFQ).

This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13—Simplified Acquisition Procedures;

and FAR Part 12—Acquisition of Commercial Items, and is not expected to exceed the simplified acquisition threshold.

THIS IS A NON-COMPETITIVE (NOTICE OF INTENT) COMBINED SYNOPSIS

SOLICITATION TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT

PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME).

The National Institute on Drug Abuse (NIDA), Office of Acquisition (OA), on behalf of the

National Center for Advanced Translational Sciences (NCATS), intends to negotiate and award a purchase order without providing for full and open competition (including brand-name) to the following for the acquisition of six (6) dCas9-KRAB cell lines:

Cellecta, Inc.

320 Logue Avenue, Mountain View, CA 94043

This acquisition is conducted as non-competitive for a commercial item or service and is conducted pursuant to FAR 13.106-1(b)(1).

The rationale for the sole source justification is that Cellecta has the ability to pick the cell line and modifications for CRISPR-mediated engineering and can validate both cell pools and clonal cell lines. Lastly, once the dCas9-KRAB cell lines are made, Cellecta will functionally validate the CRISPRi activity. Cellecta is the only vendor that has the capability to do these tasks listed, and awarding another vendor may compromise the validity or continuity of ongoing studies at NCATS.

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2024-03, with effective date

2/23/2024.

(iv) The associated NAICS code is 541380 – Testing Laboratories and Services and the small business size standard is $19.0 million. This requirement is non-competitive with no set-aside restrictions.

(v) This requirement is for the following services:

The National Institutes of Health has established an RNAi/CRIPSR Cas9 screening facility to provide intramural researchers with access to the equipment and expertise necessary to conduct genome-wide RNAi/ CRIPSR Cas9 screens in mammalian cells.

The NCATS Functional Genomics Lab requires six (6) dCas9 cell lines that will be used to repress the target gene expression when applied in a CRISPRi screen. See attached

Statement of Work.

(vi) The Government anticipates award of a firm fixed-price purchase order for this acquisition, and the anticipated period of performance is approximately 12 weeks, from

4/3/2024- 6/26/2024.
