About this file

This combined synopsis/solicitation requests quotes for a small molecules library for the National Center for Advancing Translational Sciences Early Translation Branch pre-clinical library. The National Institutes of Health requires a library of specific compounds listed in attachments to increase diversity in its chemical libraries and support medicinal chemistry structure-activity relationship design. Quotes are requested for as many of the listed compounds as vendors can provide that meet all salient characteristics, with compounds manufactured by the same vendor or subcontractor and delivered within six months of award at the stated destination with the requisite purity and functionality. Evaluation will be based on technical capability, past performance, and price, with award anticipated on September 14, 2022. Quotes must include pricing, delivery dates, and other terms and are due by September 8, 2022 to the identified contracting officer.

COMBINED SYNOPSIS / SOLICITATION

75N95022Q00363

TITLE: Small Molecules Library for NCATS ETB Pre-Clinical Library

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice.

This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.

(ii) The solicitation number is 75N95022Q00363 and the solicitation is issued as a request for quotation (RFQ). This acquisition is for a commercial item and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13 - Simplified Acquisition Procedures, FAR Part 13.5 - Simplified Procedures for Certain Commercial Products and Commercial Services, and FAR Part 12 - Acquisition of Commercial Items, and is expected to exceed the simplified acquisition threshold.

(iii) The solicitation document and incorporated provisions and clauses are those in effect through

Federal Acquisition Circular (FAC) 2022-07 effective August 10, 2022.

(iv) The associated NAICS code is 325414 and the Small Business size standard is 1,250 employees. This requirement is set aside exclusively for Small Business.

DESCRIPTION

(v) A wealth of knowledge is obtained from screening a diverse collection of chemical compounds.

It provides the starting point of all information for medicinal chemistry’s structure-activity relationship (SAR) design to synthesize novel compounds that have more desirable properties.

A diverse and novel screening collection provides the backbone of NCATS’ operation and is imperative for translational sciences to obtain effective small molecules with on-target effects.

The Early Translation Branch (ETB) within the National Center for Advancing Translational Sciences (NCATS) at the National Institutes of Health (NIH) requires a library of specific compounds. The addition of these compounds would increase the diversity of NCATS’ chemical libraries and allow a more thorough and effective SAR expansion by the medicinal chemist.

See Attachments 1 and 2 for the complete list of compounds, quantities, salient characteristics, CAS numbers, and SMILES.

Vendors may submit a quote for as many of the listed compounds as they are able to provide that meet all salient characteristics.

It is imperative that the library consist of compounds with the same level of purity and same biological functionality and therefore all quoted compounds must be manufactured by the same vendor. However, the vendor may work with a subcontractor to complete the chemical synthesis as long as all salient characteristics are met and the compounds have the requisite purity.

(vi) The anticipated delivery date is within six (6) months after receipt of order. Quoters may propose an alternative delivery date. The compounds shall be delivered to the below city / state, FOB Destination. The exact address and point of contact will be included on the resultant award.

Rockville, MD 20850

EVALUATION AND AWARD

(vii) The anticipated award date is September 14, 2022.

(viii) The Government plans to make one (1) firm, fixed-price award resulting from this solicitation.

The resulting award will be made to the vendor who represents the best value to the Government, price and other factors considered. The Government will use a trade-off approach and comparative evaluations to determine which quotation represents the best value, in consideration of the following evaluation criteria:

1. Technical Capability: The number of compounds able to be provided that meet all salient characteristics, and the proposed delivery date.

2. Past Performance: Past performance providing similar items. The Government may use any source of available past performance information (see FAR 13.106-2(b)(3)).

3. Price: The total price for all items, including shipping.

Supplies are of domestic origin unless otherwise indicated by quoter. Any representations and/or certifications attached to this RFQ must be completed by the quoter.

(xi) Responses to this RFQ must include sufficient information to establish the interested parties’ bona-fide capabilities of providing the product or service. Responses may exceed capability or performance characteristics of the solicitation's requirements. The Government reserves the right, but is not required, to award to a response that exceeds capability or performance mailto:kimberly.espinosa@nih.gov characteristics of the solicitation's requirements if it provides a benefit to the Government.

(xii) Responses must be submitted in the English language and in U.S. dollars, and must include the Unique Entity Identifier (UEI) (which recently replaced the DUNS number), the Taxpayer Identification Number (TIN), the certification of business size, the completed representation in FAR Provision 52.229-11 (attached), and a quotation that includes:

1. The total price (including shipping)

2. Individual prices for each listed line item

3. Delivery days after contract award for the submission of all compounds. Quoters shall confirm their ability to deliver the required compounds within six (6) months after receipt of order or shall propose an alternative delivery date.

4. Delivery terms

5. Prompt payment discount terms

6. Product or catalog number(s)

7. Product description

8. Any other information or factors that may be considered in the award decision.
