RESPONSES TO QUESTIONS FROM POTENTIAL OFFERORS:
Question 1
The proposal requests that offeror provides a wide range of functional genomics and proteomics analyses.
mailto:karen.telphia@nih.gov
AMENDMENT #3 RFP No. 75N93023R00013 2
However, the following text requests cost only for 4 functional genomics assays but NO proteomics assays. Can you please clarify, so, are we not to build costs for proteomics?
For purposes of preparing a cost proposal, Offerors shall propose a dollar cost per sample, inclusive of functional omics assays (including Bulk RNA-Seq, Single-Cell RNA-Seq, Single- Cell ATAC-Seq, CITE-Seq, CyTOF Mass Cytometry, 16s rRNA-Seq, and Spatial Transcriptomics) and state-of-the-art bioinformatic analyses for generating, analyzing, integrating, reporting and depositing to a central data repository of data generated from genome, epigenome, transcriptome, and proteome, as required in the Statement of Work. The Offerors shall budget for performing functional omics assays and analyses on approximately 2,790 samples a year. Of the 2,790 samples a year the following breakout applies to the sequencing:
• 2,500 Bulk RNA seq.
• 70 Single Cell RNA seq
• 70 Single Cell ATAC seq
• 150 CITE seq
Response to Question 1 The offeror shall review the response to the Question 2 in both the Amendments posted for the
FOCL RFP.
The response to Question 2 in Amendment 2, clarifies that “You should adhere to the Uniform Cost Assumptions which provides the required FTEs (no more and no less) and provides number of assays to propose (no more and no less). An offeror should propose costs for what is being asked and nothing “extra”.”
Also, the response to Question 2 in Amendment 1, specifies that “As to proteomics analyses, please note that the type and number of samples for proteomics analyses will be defined by individual study protocols in parallel to the other functional omics assays for genomics, epigenomics, and transcriptomics.”
Please note that the highlighted section below is providing the examples of functional omics assays that the contract will have a flexibility to perform, as needed for a protocol.
Question 2 If the Solicitation requires that the Prime submits a Small Business Subcontracting Plan through SBCX portal. Is it a requirement for the Prime’s Subcontractors to submit a Small Business Subcontracting Plan thru SBCX proposal at submittal stage or after the Solicitation is awarded to the Prime. Please clarify.
Response to Question 2 Only the Prime will submit a Small Business Subcontracting Plan through the SBCX portal.
However, the Prime is still responsible for approving and monitoring their subcontractor’s Small Business Subcontracting Plan. Please note the Prime will only submit their Small Business Subcontracting Plan, once they have been invited to do so by the Government. During the proposal submittal stage, the Government only requests a copy of your Small Business Subcontracting Plan.
AMENDMENT #3 RFP No. 75N93023R00013 3
Question 3 How is the maximum FTE accounted for under the Solicitation? Meaning, does the effort of a subcontractor count towards the limit of 2.7 FTE per year? If effort is included in the firm fixed price of a subcontractor, will this be included in the total count of maximum FTE effort? When referencing page 98 it doesn’t clearly state in the options periods the Subcontracts do not pull from the FTE limits. Please clarify.
Response to Question 3 All effort (inclusive of subcontractors and consultants) is included in calculating your FTEs. If have a subcontractor and consultant their effort must be included in the total amount of FTEs. To clarify any inconsistencies, the FTEs are inclusive of any subcontractor and consultant effort for the Base Period and all Options.
