RESPONSES TO QUESTIONS FROM POTENTIAL OFFERORS:

Question 1 If a subcontractor is included to provide a specific assay – how should they prepare their estimate of cost? Should they have standing effort for personnel or calculate their based on a unit cost of a set number of assays? Does the Prime work their cost into the overall cost of the contract bid?

AMENDMENT #2 RFP No. 75N93023R00013 2

Response to Question 1 If you are using a subcontractor, how the subcontractor prepares their estimate of cost is based on the agreement between the subcontractor and the prime. If the agreement is based on fixed price, then the costs would be provided in a fixed price format. If the agreement is based on cost reimbursement, then the costs would be provided in a cost reimbursement format. How your subcontractor proposes costs is up to the prime.

The prime has to include the subcontractor costs into the overall cost of the proposal.

Question 2 For calculating the cost of the contract: We are proposing to offer additional assays beyond the 2500 bulk rna-seq, 70 single-cell rna-seq, 70 single-cell ATAC-seq and 150 CITE-Seq.

Should we limit our calculation of the contract cost to the effort, the cost of the 2790 listed assays and related costs, and include pricing options for the additional assays, but without adding them to the total? Or should we sum in the non-listed assays into the overall cost?

Response to Question 2 You should adhere to the Uniform Cost Assumptions which provides the required FTEs (no more and no less) and provides number of assays to propose (no more and no less). An offeror should propose costs for what is being asked and nothing “extra”.
