E. Evaluation Criteria:

Quotations submitted, in response to this solicitation, will be evaluated in accordance with FAR Clause 8.405-2, Ordering Procedures for Services Requiring a Statement of Work. The evaluation and award will be made on a competitive best value basis, using the “tradeoff” approach among price-cost and non-price-cost factors. The evaluation factors are provided below and are listed in the order of relative importance:

1. Demonstrated understanding of the requirements, as outlined in the Statement of Work (SOW), and adequacy of the proposed technical approach, based on the magnitude and complexity of the event.

2. The proposed labor-hour mix is appropriate for the size and scope of the event, as specified in the requirements of the SOW.

Proposals must be submitted in the Response section of the FedConnect Opportunity Summary page. The Price Proposal must be submitted as a Cost Sensitive Attachment in the Response.

K. Basis for Award:

1. Evaluations will be conducted in accordance with FAR Subpart 8.405-2. The merits of each quotation will be evaluated carefully. The evaluation will be based on the quotation in relation to the scope of work and evaluation criteria. Paramount consideration shall be given to the evaluation of technical factors.

2. Although technical factors are of paramount consideration in the award, cost or price is also important to the overall award decision. All evaluation factors other than cost or price, when combined, are significantly more important than cost or price.

However, cost or price may become a critical factor in selection in the event two or more offerors are determined to be essentially equal following the evaluation of all factors other than cost or price.

3. Cost or price will be evaluated for reasonableness in relation to the requirements of the award. In addition, a final best-buy analysis will be performed taking into consideration the results of the technical evaluation, cost/price analysis, and the offeror’s ability to complete the work within the Government's required schedule.

4. An award will be made to the BPA holder whose proposal conforms to the requirements and is most advantageous to the Government with technical merit, cost/price, and other factors (if applicable) considered. The Government reserves the right to reject any or all offers or any part thereof and to waive any minor informality or irregularity in offers received.
