About this file
This is a Justification for Other than Full and Open Competition (JOFOC) document for a sole-source indefinite-delivery/indefinite-quantity (IDIQ) contract with the North American Association of Central Cancer Registries, Inc. (NAACCR).
The National Cancer Institute (NCI), Division of Cancer Control and Population Sciences, Surveillance Research Program is seeking to award a five-year non-R&D support services contract valued at $17,000,000 for the period July 1, 2026 through June 30, 2031. The contractor will provide cancer registry standards, methods, and surveillance support services including training and educational workshops, technical assistance, trans-agency investigations, publication of pooled data, and development of quantitative methods and metrics to assess data quality and benchmarking. Key deliverables include development and dissemination of technical procedures and guidelines for cancer registry operations, refinement of standards for registry operations methodology, collaborative efforts using population-based cancer registry data, and enhancement of ties with international cancer surveillance organizations. The justification cites 41 U.S.C. 3304(a)(1) as statutory authority, asserting that NAACCR is the only responsible source capable of performing the requirement due to its unique status as a national not-for-profit organization formed to develop industry-wide standards for Central Cancer Registries. A presolicitation notice was posted on SAM.gov on March 30, 2026 with an April 13, 2026 response deadline, which yielded two responses that the Contracting Officer determined did not meet technical requirements. The procurement history demonstrates continuous sole-source awards to NAACCR since 2000, with the previous five-year contract (75N91021D00018) valued at $16,000,000 and expiring June 30, 2026. The fair and reasonable price determination will be made using cost analysis, cost realism, and historical pricing.

Actions to Foster Competition for Future, Similar Requirements: Based on the acquisition history presented for this ongoing Programmatic requirement, it is anticipated that a subsequent acquisition likely will be needed. As a result, the Government will continue to assess the marketplace and monitor the availability of alternative sources capable of performing the required services through market research, outreach, and review of responses to notices published on SAM.gov. , the NCI’s specialized scientific program manager staff will continue to engage in communications with the cancer surveillance community to discern if there are any other organizations with a focus on developing and applying population-based cancer registration and surveillance research techniques to studies of defined population groups. In good faith, the Government will seek to compete future acquisitions for this on-going requirement to the maximum extent practicable should future market research identify additional responsible sources with the requisite expertise, capacity, and infrastructure to meet the Government’s requirements. Any future procurements will continue to be supported by appropriate and applicable notices posted on the federal-wide point of entry for contracting opportunities, pursuant to RFO FAR Part 5 Publicizing Contract Actions.
7. Market Research:
The stated Division, in conjunction with Subject Matter Experts, conducted independent market research through review of prior acquisition history, assessment of the current cancer surveillance marketplace, and reliance on extensive programmatic knowledge and experience with organizations engaged in cancer registry standards, operations, and surveillance support. This market research included evaluation of whether any other organizations possess the governance structure, registry participation, technical expertise, and infrastructure necessary to perform the required services.
Market research did not identify any capable of performing the full scope of the requirement. Based on this market research, it was determined that the intended Contractor remains the only responsible source capable of performing this on-going requirement. This is due to its established collaborative professional organization with the expertise, resources, and infrastructure necessary to coordinate population-based cancer registries, develop and maintain national standards, and support registry operations at a national scale.
The Contracting Officer determined, based upon reviewing the available acquisition history for this on-going requirement, that posting a Sources Sought notice for this requirement would not yield a different outcome than had been provided through independent market research conducted, as documented here and in the HHS FY26 Streamlined Market Research Report. The Procurement Administrative Lead Time (PALT) that would have been required for the notice was distributed to downstream acquisition activities in the project milestone schedule for this requirement.
A presolicitation notice of intent to award a sole-source contract posted on SAM.gov in accordance with RFO - FAR requirements .
