About this file

This document is a Statement of Work (SOW) for the Center for Cancer Research (CCR) Catchment Area Project (C-CAP), which is a requirement for the National Cancer Institute (NCI) Office of Healthcare Delivery and Equity Research (HDE). The objective is to implement a customized version of the existing Cancer InFocus (CIF) tool to enable NCI to better understand its patient populations, clinical trial accrual, and underrepresented populations. The contractor, the University of Kentucky Markey Cancer Center (UKMCC), will modify the CIF tool to be hosted on NCI servers, integrate NCI-provided data, create customized reports and visualizations, and scale the tool to cover the entire U.S. The SOW outlines the contractor requirements, deliverables, and timeline, which includes an initial 12-month period of performance. Payments will be made quarterly. This effort is being procured on a sole-source basis from UKMCC.

STATEMENT OF WORK (SOW)

Version 5/31/24 1

1.0 TITLE

Center for Cancer Research (CCR) Catchment Area Project (C-CAP)

2.0 BACKGROUND

The Office of Healthcare Delivery and Equity Research (HDE) was established in the NCI

Center for Cancer Research (CCR), Office of the Clinical Director. The new office seeks to implement initiatives that improve patient experience, reduce clinical trial participation barriers, enhance community engagement, and increase access, reach and diversity in CCR’s clinical trials. One such initiative, the CCR Catchment Area Project (C-CAP) seeks to describe CCR’s catchment area, the self-defined geographic area that includes, but is not limited to, the local surrounding area, from which CCR draws the majority of patients it serves, or intends to, in the research it conducts, the outreach it performs, and diverse partners and communities it engages.

HDE envisions that regular and systematic assessment of CCR’s catchment area will enable a better understanding of CCR’s patient populations, in terms of geographic reach, diversity, access, and inclusion in its clinical trials. This assessment will facilitate characterization of the patients that CCR provides care to, where they come from and receive their cancer care, how they learn about CCR, the existing health and cancer disparities in their communities, potential supportive care needs of patients and their families as they participate in CCR trials or transition back home to their care providers, and other relevant factors that may influence optimal cancer care delivery and outcomes.

NCI requires a data and visualization tool to better understand our local and national cancer patient populations, as well as to inform our future research priorities, outreach and engagement initiatives. The goal of this tool would be to support NCI's CCR in assessing the reach of clinical trials accrual, inclusion of populations underrepresented in clinical research, and inform the implementation of targeted patient-, provider, and institutional outreach and engagement strategies. The University of Kentucky Markey Cancer Center (UKMCC) created Cancer InFocus (CIF) as a suite of tools to gather and assess the cancer burden and demographic characteristics of the communities served by cancer organizations, more efficiently and comprehensively. The data sources included within CIF provide a broad geographic scope for monitoring cancer trends, identifying socioeconomic- and health-related disparities, and can be applied to any set of U.S. counties. UKMCC is uniquely positioned to develop and implement an NCI-specific CIF with expertise developing, adapting, and implementing this resource to describe the catchment areas of approximately half of NCI-designated clinical cancer centers (22/64 agreements in place, and 11 pending). These cancer centers will be able to use the relevant data to inform their cancer center research and outreach needs, priorities, and evidence-based interventions. CIF’s open-source format allows end users to customize the final product to the cancer center's needs, thus providing an efficient and low-resource solution for cancer surveillance at institutions of all sizes.

UKMCC has the infrastructure and resources to conduct this work within the required timeline. They have an established history of working with the governmental organizations that manage and coordinate access to the publicly available datasets integrated within CIF

Version 5/31/24 2 and have the cancer epidemiology, data science, and GIS expertise required to support the standard descriptive analyses, reports, and visualizations outlined in this statement of work.

2.1 OBJECTIVE

HDE requires support from the University of Kentucky Markey Cancer Center (UKMCC) to leverage and customize the existing Cancer InFocus (CIF), an online data and visualization tool for NCI's Center for Cancer Research (intramural clinical research program). The objectives of this acquisition are to: a) implement a CCR-customized Cancer InFocus (CIF);

b) integrate identified data streams to support CCR catchment area geocoding, data analyses, reporting, and visualizations; and c) provide expertise in the application of CIF customizations to meet CCR’s inclusive research goals and clinical team needs.

3.0 SCOPE

The Contractor shall provide a customized NCI-specific version of the existing CIF for the

Center for Cancer Research (intramural clinical research program), including additional features and data streams not currently available in the standard CIF suite of tools. The NCI-specific version will be for internal use, with no external access, and will be hosted and deployed on NCI servers. The product will be developed in two phases – initially to display the surrounding local catchment area based on NCI clinical trial accruals (DC, Maryland and

Virginia or “DMV”), and will then be scaled to cover the entire US (national catchment).

The Contractor shall design standard reports and visualizations as well as provide technical and scientific guidance in applying the analyses of CIF in support of CCR’s inclusive clinical research goals and clinical team needs.

4.0 CONTRACTOR REQUIREMENTS

Independently and not as an agent of the Government, the Contractor shall furnish all necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the

Government, as needed to perform the Statement of Work.

The Contractor shall perform the following tasks:

4.1 Modify the basic CIF for DMV (CCR’s local catchment area) to be hosted and deployed on

NCI servers.

4.2 Customize the application based on NCI requested features and data sources/streams (see

Table 1).

4.2.1 Create data streams that are not currently part of CIF and incorporate them into the application (see Table 1).

4.2.2 Assist with securing NCI access to any relevant datasets if necessary.

4.2.3 Incorporate and geocode NCI-provided data.

4.2.4 Process data into a standard format, organized by category and geographic level, and write to files for use by NCI.

4.2.5 Create an interactive mapping application using Shiny application code.

4.3 Design NCI CIF Profiles and data visualizations at the agreed upon level (e.g. clinical team, cancer type, etc.) as part of the application.

Version 5/31/24 3

4.4 Create/outline a process for ensuring that population data based on data releases by the responsible data organizations are accurate and up to date.

4.5 Scale CIF application from DMV to entire US.

4.6 Train NCI staff for application installation, hosting, operation, use, and maintenance.

4.7 Provide expertise/support to meet NCI CCR’s inclusive research goals and clinical team needs in the application of CIF customizations, catchment area data analyses, reporting, and visualizations and the creation of associated SOPs as necessary.

4.8 Deliver NCI CIF data folders and working codea for each CIF version (i.e., DMV and full US versions).

aDelivery of NCI’s CIF will include 2 components: 1) Data folder - currently 33 different CSVs broken down by category of variables and dataset format, in addition to data files created for any new data streams not already stored on NCI’s servers (see Table 1); and 2) Working code - a total of 12 scripts (i.e. 6 pre-processing and application scripts that encompass the existing full suite of CIF offerings, in addition to 6 pre-processing and application scripts for each CIF version (DMV and full US versions).
