About this file
This document contains responses to questions from a solicitation for retrovirus assay, reagent, and viral stock preparation support services. The services required include shipping and distribution of up to 1,000 biological specimens per lot, production of overlapping peptide arrays representing HIV, SIV, and HTLV-1 genomes with an average of 200 peptides, synthesis and purification of up to 50mg of codon-optimized DNA plasmids using commercially available backbone vectors, and arrangement of specimen pick-up and delivery. The response deadline was extended to January 31, 2024. The solicitation was issued by the Department of Health and Human Services National Institutes of Health National Cancer Institute to provide support to the Animal Models and Retroviral Vaccines section.

| This RFQ was posted on Dec 7 with a deadline of Dec 22, which is an insufficient timeline for a full and open competition, given the volume of information required. Our team is well positioned to submit a competitive response. To promote fair competition, we request that the response be due February 06, 2024. | N/A | The Government is willing to extend the response due date to Wednesday, January 31, 2024, by 10:00 AM EST. | ||
| “The Contractor shall provide overlapping peptides, representing proteins from different clades of or subtypes of the HIV, SIV, or HTLV-1 genomes annually.” |
| For cost estimating purposes, are these peptide pools or peptide arrays? Can we assume the average number of peptides is 200? | Page 5: Task 4.3 HIV, SIV, or HTLV-1 Overlapping Peptides | These are peptides arrays. Assuming an average number of 200 peptides is correct. |
| “The Contractor shall synthesize and purify codon-optimized genes encoding cellular or viral proteins designed by the Government for eukaryotic or prokaryotic expression. For the individual genes produced, the Contractor shall provide up to 2-50 mg of DNA. “ |
| For cost estimating purposes, should we assume the backbone vector is available, or does it need to be synthesized? | Page 6: Task. 4.5 Synthesize and Purify Codon-Optimized DNA Plasmids | The backbone vectors are commercially available and will be provided by the Government. They do not need to be synthesized. |
| “The Contractor shall arrange for pick-up and delivery of specimens.” |
For cost estimating purposes, can we assume that a lot is 1000 biospecimens or less? Page 2: TASK 1. Shipping and Distribution of Biological Specimens Yes. Each lot will include up to 1,000 specimens or less. More precisely, the expected volume of biospecimens will be no more than 200 per shipment.
