About this file

This amendment to a federal solicitation provides clarification to previous questions and answers regarding a contact center contract opportunity with the National Cancer Institute. The amendment addresses two additional questions. The first question seeks clarification on whether the labor hours provided by the government for the expected level of effort include the outreach program tasks, which were clarified in a previous amendment to be new contract requirements. The government response is that the estimated level of effort is inclusive of all tasks, and offerors should propose labor based on their unique technical approach. The second question asks for clarification on the ratio of supervisors to information specialists, noting a 4-1 ratio is not standard. The government response is that the level of effort provided is an estimate, and offerors have discretion to determine staffing based on their approach.

I. Additional Questions and Answers:

Q1. The Government’s response to question #70 clarified that the outreach program is a new contract task. However, the labor hours provided by the Government for the expected Level of Effort are consistent with the level of effort provided for the scope of the current contract. To ensure consistency between bidders, can the Government please clarify if the labor associated with outreach was included within the provided Level of Effort or if bidders should provide additional resources to perform this work?

GOVERNMENT RESPONSE: The Government’s estimated Level of Effort is inclusive of all tasks. Offerors should propose a LoE that fits their unique technical approach.

Q2. Can the Government also clarify the ratio of supervisors to Information Specialists? A 4-1 ratio is not standard for this type of work. Are the supervisors performing work outside of the labor category description provided?

GOVERNMENT RESPONSE: The provided Level of Effort is the Government’s best estimate. It is at the discretion of the Offeror to determine how work will be performed based on their unique technical approach.
