A. The Indian Health Service’s mission is to raise the physical, mental, and spiritual health of the Native American population that lives in the geographic area. The mission is implemented by developing Direct Care Services and administering the Purchased/Referred Care (PRC) program. This acquisition will assist the Mid-Atlantic Tribal Health Center (MATHC), who is moving to direct care services by establishing a comprehensive health care clinics for seven newly federally recognized tribes. This contracting action is for the purchase and installation of a WiFi Network for the Mid-Atlantic Tribal Health Center.

B. Statement of Objectives:

1) The purpose of this contract is that a vendor that shall provide the new facility with the installation of a turnkey WiFi network, which includes a switch, firewall and access points that must be compliant with Indian Health Service (IHS) and the Department of Health and Human Services (DHHS) requirements. Installation will require Cisco switch (equivalent must be approved by NAS DIRM). The WiFi network will be for internal use only, no guest services will be permitted. The network will not carry formally classified material, but will process Personally Identifiable Information/Personal Health Information (PII/PHI) and must ensure protection against unauthorized access. WiFi network must meet IHS, DHHS, and NIST guidance that is listed in the scope of work.

C. Scope of Work:

The Mid-Atlantic Tribal Health Center requires the purchase and installation of a turnkey WiFi network, which includes a switch, firewall and access points that must be compliant with Indian Health Service (IHS) and the Department of Health and Human Services (DHHS) requirements

Requirements are:

Reference Documents:

1) IHS DIS SOP-09-36 - Wireless Network Security Standards

2) IHS CIO Memo, dtd 8/24/2004, Subject: Wireless Local Area Network Technical Specifications

Federal Information Processing Standards Publication (FIPS PUB 1401, 140-2, 140-3 Security Requirements for Cryptographic Modules

3) WLAN products must comply with current IEEE 802.11 standards.

4) Periodic WLAN scanning must be conducted on at least a quarterly basis by designated personnel, such as the local ISSO, to identify and remove any unauthorized wireless access points. Scanning will be conducted over the WLAN's entire coverage area. Scanning does not need to occur in WLAN coverage areas employing a wireless intrusion detection system.

5) Several free scanning tools are available for WLAN scanning. Appendix B contains information about some of the many available wireless scanning tools.

6) Data in transit from authorized users on a WLAN to authorized users on a wired LAN must be filtered through an appropriate filtering device (e.g, a firewall).

7) WLAN traffic destined for the wired LAN must implement the principle of least privilege requirements (e.g., specific IP addresses, protocols, ports, and hosts) to reduce the risk of unauthorized access.

8) Areas who use WLANs must maintain an inventory of all access points (APs) and assign static IP addresses to the APs. APs should be contained within enclosures or in physically secure locations to reduce the risk of unauthorized physical access or tampering.

9) Include AP for parking lot in the event we need to provide triage outdoors.

10) If Simple Network Management Protocol (SNMP) v3 is turned on for management purposes, change SNMP community strings from their manufacturer default to unique and difficult-to-guess strings.

11) WLANs that are not configured for open/public access must implement IEEE 802.IX access control to prevent access from unauthorized WLAN devices. This includes providing authentication, using at a minimum, a Federal Information Processing Standards (FIPS) 140-validated and "Wi-Fi Protected Access 2" (WPA2)-certified extensible authentication protocol to verify authorized WLAN devices and/or users.

12) Encryption for data that traverses a WLAN must use Advanced Encryption Standard (AES) algorithms that are validated under the National Institute of Standards and Technology (NIST) Cryptographic Module Validation Progral112 as meeting requirements of FIPS 140-2, at a minimum Overall Level 1.

13) At a minimum, WLAN products must be Wi-Fi Alliance, WPA2-certified.

14) WLAN traffic must be logically segmented from wired network traffic, either physically or by use of a Virtual Local Area Network (VLAN).

15) MAC-based authentication must be used, allowing only registered MAC addresses to have access to the AP. It is possible to spoof MAC addresses, but MAC-based authentication provides another layer to the security of an otherwise insecure data transfer medium.

16) Extended Service Set Identification/Service Set Identification (ESSID/SSID) broadcasting must be disabled

17) Default ESSID/SSIDs vendor settings must be changed to unique names. The ESSID/SSID can be accessed from within wireless products' web-based or Windows-based configuration utilities.

Common examples of predefined ESSID/SSIDs are simple names like "wireless," "netgear," "link.sys," or "default." An ESSID/SSID can be changed at any time, as long as the change is also made on all wireless clients.

The following are best practices:

i. Do not use information such as name, address, organization, or other types of personal information as part of the ESSID/SSID.

ii. Do not use any of your Windows or Internet website passwords.

iii. Do not tempt would-be intruders by using tantalizing network names like

"HEALTHCARE-BOX" or "TOP-SECRET."

iv. Do pick an ESSID/SSID that contains both letters and numbers.

v. Do choose a name as long or nearly as long as the maximum length allowed. Do consider changing your ESSID/SSID every few months.

vi. Do follow IHS password requirements.

18) The switch listed below is the IHS recommended appliance.

19) Pre-Work: Site survey to determine best location and network appliances to provide adequate coverage for WiFi implementation. Survey should also determine if additional electrical wiring needs to be installed near each WiFi Access Point, or if devices can be service by Power over Ethernet Switches. If electrical wiring is required, contractor will provide list of locations requiring power to COR who will coordinate for electrical power installation.

20) Equipment: All Access Points are to be compliant with FIPS 140-1, 140-2 and 140-3 manufactured by Cisco or equivalent. Equivalent would need to be reviewed and approved by IHS Nashville Area Office DIRM.

21) Installation: IHS requires WiFi devices to be on a separate Virtual Local Area Network (VLAN) from day to-day traffic. Each site will have a VLAN designated for WiFi prior to start of project, and that information will be provided to contractor during kickoff briefing.

22) The Government shall not be required to pay or withhold any tax in respect of or out of the income of Contractor. Contractor and Indian Health Service, Nashville Area Office, Mid-Atlantic Tribal Health Center, agree and acknowledge that the IHS, NAO are not providing and shall have no obligation to provide health, life, worker’s compensation, or disability insurance, pension benefits, vacation, or sick leave pay, training or any other personal benefit of any kind as request is for a contracted service.

23) Contractor understands that the government does not pay any IRS requirements (taxes), insurance or any other benefits for the contractor under this contract. This is in accordance with (FAR 52.229-3 FEDERAL, STATE, AND LOCAL TAXES (Apr 2003) and FAR 52.229-4

FEDERAL, STATE, AND LOCAL TAXES (NON-COMPETITIVE CONTRACT [APR 2003]).

In order to facilitate the Government’s determination whether proposed EIT supplies meet applicable Section 508 accessibility standards, offerors must submit an HHS Section 508 Product Assessment Template, in accordance with its completion instructions. The purpose of the template is to assist HHS acquisition and program officials in determining whether proposed EIT supplies conform to applicable Section 508 accessibility standards. The template allows offerors or developers to self-evaluate their supplies and document—in detail—whether they conform to a specific Section 508 accessibility standard, and any underway remediation efforts addressing conformance issues. Instructions for preparing the HHS Section 508 Evaluation Template are available under Section 508 policy on the HHS website http://www.hhs.gov/web/508.

In order to facilitate the Government’s determination whether proposed EIT services meet applicable Section 508 accessibility standards, offerors must provide enough information to assist the Government in determining that the EIT services conform to Section 508 accessibility standards, including any underway remediation efforts addressing conformance issues.

(d) Respondents to this solicitation must identify any exception to Section 508 requirements. If a offeror claims its supplies or services meet applicable Section 508 accessibility standards, and it is later determined by the Government, i.e., after award of a contract or order, that supplies or services delivered do not conform to the described accessibility standards, remediation of the supplies or services to the level of conformance specified in the contract will be the responsibility of the Contractor at its expense.

352.239-74 Electronic and Information Technology Accessibility (DEC 2015)

(a) Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d), as amended by the Workforce Investment Act of 1998 and the Architectural and Transportation Barriers Compliance Board Electronic and Information (EIT) Accessibility Standards (36 CFR part 1194), require that when Federal agencies develop, procure, maintain, or use electronic and information technology, Federal employees with disabilities have access to and use of information and data that is comparable to the access and use by Federal employees who are not individuals with disabilities, unless an undue burden would be imposed on the agency. Section 508 also requires that individuals with disabilities, who are members of the public seeking information or services from a Federal agency, have access to and use of information and data that is comparable to that provided to the public who are not individuals with disabilities, unless an undue burden would be imposed on the agency.

(b) Accordingly, any offeror responding to this solicitation must comply with established HHS EIT accessibility standards. Information about Section 508 is available at http://www.hhs.gov/web/508. The complete text of the Section 508 Final Provisions can be accessed at http://www.access-board.gov/guidelines-and-standards/communications-and-it/about-the-section-508-standards.

(c) The Section 508 accessibility standards applicable to this solicitation are stated in the clause at 352.239-74, Electronic and Information Technology Accessibility.

Standards

The included standards that must be met for this contract are taken from the following two resources. Compliance with these standards is mandatory for Federal agencies subject to Section 508 of the Rehabilitation Act of 1973, as amended (29 U.S.C. 794d).
