About this file

This document comprises a Standard Form 30 Amendment to Solicitation and a Questions and Answers document for solicitation 75H71526R00002, a WiFi Network installation for the Mid-Atlantic Tribal Health Center. Amendment 2 extends the proposal due date from February 9, 2026 to February 13, 2026 at 1700 ET, following an earlier amendment that rescheduled the mandatory site visit to February 2, 2026 from 10:00 AM to 12:00 PM ET due to inclement weather. The last day for questions is February 3, 2026. The contracting office is located at the Nashville Area Office, 711 Stewarts Ferry Pike, Nashville, TN 37214, and is administered by the Indian Health Service (IHS).

The scope requires a turnkey WiFi solution including one Cisco 9800-L controller, one 48-port Cisco 9200 Catalyst switch, and compatible access points (Cisco Meraki is not acceptable). The contractor must design and install all new Category 6 cabling to access point locations, provide an outdoor-rated access point for upstairs patio coverage, and support 5-20 concurrent laptops, 6 tablets, and 5 medical/IoT devices. The solution must use certificate-based authentication with Active Directory integration and employ a physical (on-premises) wireless LAN controller. Hardware and management licenses are split between base year and option year pricing. Support requirements include 5-year licensing, 8-hour days Monday-Friday support, security patching and monitoring during option years, and remote-only maintenance services. The contractor must provide a retainer fee for on-call support and conduct a predictive RF design based on floor plans with an RF survey following completion. Installation constraints include active clinical operations, tenant occupancy, and restricted work hours; contractors must submit a dust mitigation plan as part of their scope. The site visit is not mandatory for bidding purposes. Section 508 compliance requires only a narrative description rather than a formal assessment template.

75H71526R00002 - Q&A for MATHC Wifi

Does the 3–5 page requirement apply to the entire proposal submission, or only to the technical portion of the response?

Applicable to the proposal narrative as product specifications/brochures would be attachments.

May we include diagrams to help the Government understand and visualize our network and cable management approach, and if so, do these diagrams count toward the overall page limit?

If you intend to add diagrams and do not want them to go toward the narrative page count of the proposal list them as attachments or appendices.

Are we required to address each Section 508 item listed in the SF1449 and explicitly state our ability to comply within the proposal?

To address 508 compliance you show the products that you intend to use are compliant.

Under warranty and support requirements; are you asking for a 5 yr. license with

24hr. support?

5-year license and 8 hour days by 5 days a week are needed.

Are you looking to keep spare hardware to be able to replace an AP or switch, and the typical RMA process with Cisco happens afterwards?

No.

Are you asking that we provide you with a retainer fee to keep us on-call should this type of situation arise?

Yes.

Do the APs need to support Wi-Fi7?

No.

Would you prefer a Cloud Licensed WLC or physical WLC?

Physical.

If a Cisco 9800-CL option is selected, would they want it on-prem or in the cloud?

On premises.

If on-prem, is there a server resources available that can be reserved for its deployment (4v CPU, 8GB RAM, 16GB Storage) available that can be reserved for its deployment?

No.

Is there an existing wired network infrastructure currently operational in the building?

Yes.

Who currently manages the network (IHS, tenant, or third party provider)?

Indian Health Service Does IHS intend for the contractor to reuse any existing switching and firewall infrastructure, or is the expectation that the contractor provides a net new switch and firewall as part of the turnkey solution?

Can connect to switch if ports are available and will need to provide at least one switch. The wired network can use the subnet and no firewall needed.

If reuse of existing infrastructure is expected, will the contractor be granted administrative access to existing switches, firewalls, and network management systems?

No.

Are any current network diagrams, IP schemas, VLAN documentation, or security architecture documents available for review?

No.

Is the contractor responsible for designing and installing all Category 6 cabling to each Wi Fi access point location?

Yes.

Can any existing structured cabling be reused, or should the contractor assume net new cabling runs for all access points?

All new runs and cabling.

Are MDF/IDF closets already available and fully built out with:

Adequate rack space?

Yes.

Power and UPS?

Yes.

Cooling and environmental controls?

Yes.

Is the contractor responsible only for identifying locations requiring power, with IHS coordinating electrical installation?

Yes.

Should the contractor include electrical work in scope and pricing?

If required for your solution.

Are there any existing cable trays that may be utilized?

Some areas have them, but not all. New cable trays should not be required to run lines to node points

Is a formal RF site survey required as part of the project (predictive and/or active), or will a predictive design based on floor plans be acceptable?

Floor plans will be acceptable and RF survey after completed.

What wireless performance standard is expected?

Vendor will work with information resource management personnel to establish.

What is the anticipated number and type of concurrent wireless devices, including:

Laptops 5-20

Tablets

Medical or lo T devices

Regarding parking lot coverage:

What specific outdoor area requires coverage?

Upstairs patio.

Is an outdoor rated access point expected?

Yes.

What authentication method is required for the wireless network?

Certificate based authentication.

What identity provider is currently in use?

- Active Directory.

Is Cisco Meraki considered an acceptable Cisco equivalent solution for access points, switching, and firewalling under this solicitation?

NO, 1 9800-l control, 1 48 port Cisco 9200 catalyst / compatible access point

Are hardware and management licenses expected to be:

Fully included in the base year pricing or Split between base year and option year?

Split.

For the option years, what level of support is expected?

Hardware replacement only?

No.

Configuration Changes?

No.

Security patching and monitoring?

Yes.

Are maintenance and support services expected to be remote only, or is on site response required?

Remote.

Is the scheduled site visit mandatory for bidding purposes?

No.

Are there any installation constraints related to:

Active clinical operations

Yes.

Tenant occupancy

Yes.

Restricted work hours or infection control requirements?

Need to see a scope of work from the contractor to effectively complete a pre-construction risk assessment. The scope provided needs to include a dust mitigation plan if there will be any dust created as a part of the scope of work.

Can IHS clarify the delineations within the CLIN structure? A single lump-sum CLIN would be preferable. If breakouts per area/division are necessary, we would request they be identified on the floor plan.

IHS will work with the vendor to accommodate as needed.

Are these different parts of the facility? I.e. "CIT", "PIT", "RIT", "NIN", "UMIT" "CITED".

The break outs noted above are for funding only. Not separate parts of the facility.

Can IHS extend the proposal submission date 7-14 days? It is anticipated additional

RFI may be necessary after the JAN 28 site visit.

This has been extended to 02/09. There are more questions being asked to postpone site visits another week for weather related issues.

Fiber Infrastructure: Could you please identify the type of fiber (e.g., Single-mode or

Multi-mode/OM3/OM4) currently installed between the Independent Distribution Frames (IDFs) and the Main Distribution Frames (MDFs)?

Multi-mode

Wiring Closet Locations: Could you please identify and mark the specific locations of the wiring closets on the provided site maps?

The working closets are listed as IT closets.

Can the Government provide the current FCC licenses or frequency transmit/receive pairs (VHF, UHF, 700/800 MHz) currently in use at both facilities?

The clinic is new and there is nothing currently in use.

Are "As-Built" drawings, riser diagrams, or existing cable schedules available for the current RF infrastructure at each site?

There is no current RF infrastructure at this Service Unit.

Are there specific local AHJ or public safety signals currently being rebroadcast or integrated into the existing LMR system that must be coordinated with?

None are known in the immediate area.

Does the scope of the technical assessment include legacy on-site paging systems, and is there a requirement to evaluate these for future integration?

No, as there is no legacy paging system.

Are there known high-power RF emitters in the immediate vicinity of either facility that the Government requires to be specifically characterized during the spectrum analysis?

None are known.

For future LMR planning, what are the Government’s target Delivered Audio Quality (DAQ) or minimum Signal-to-Interference-plus-Noise Ratio (SINR) requirements for critical versus general areas?

None are known to be in the immediate area and no LMR is planned to be utilized at this time.

Are structural analysis reports available for existing towers or rooftop mounts to determine remaining weight and wind load capacity for new antennas?

Wifi system is to serve the clinicians in the interior spaces, not over distances of more than 800 ft. from building.

Does the Government require an assessment of existing UPS or generator-backed circuits for NFPA-compliant 12-hour or 24-hour runtime?

No.

Do either of the Youth Wellness Centers contain Class 1 Div 1 or Div 2 hazardous locations requiring intrinsically safe test equipment or specialized survey protocols?

- Yes.

Will the contractor be granted unescorted access to all telecommunications closets and vertical risers, or are there specific high-security zones requiring advanced escort scheduling?

Contractor will be escorted when accessing the comm. closets.

Are there specific Infectious Disease Control (ICRA) or Dust Mitigation protocols required for accessing ceiling plenums during the survey in these occupied wellness environments?

Areas are to be sectioned off to isolate hazards from patients and employees.

Will the Government provide existing RF Exposure/MPE studies for the current sites, or is a baseline MPE assessment required as part of the report?

A baseline may be needed, as yet to be determined.

Does the Government intend for the survey to evaluate compliance with the 2019 or 2022 versions of NFPA 1221/NFPA 1 for future Emergency Radio Communication Enhancement Systems (ERCES)?

No.

Is there a requirement for the delivery of iBwave (.ibw) design files and heat maps, or are 2D PDF technical reports sufficient?

The 2D PDF is acceptable.

For Section 508 compliance, if the proposed solution consists solely of an internal Cisco wireless access point (AP) network that provides secure connectivity for hospital staff (e.g., nurses, physicians, and administrative personnel) and does not include public facing or patient facing applications or custom end user software, is submission of a formal HHS Section 508 Product Assessment Template required, or is a narrative description of Section 508 compliance within the Technical Volume sufficient?

A narrative will suffice for the solicitation event.
