About this file
This Statement of Work (SOW) outlines the artwork requirements for the Mid-Atlantic Tribal Health Center, a new healthcare facility in Charles City, Virginia. The Indian Health Service seeks a contractor to design, procure, and install culturally appropriate artwork representing the Eastern Woodland tribes of Virginia, particularly the Pamunkey, Chickahominy, Eastern Chickahominy, Rappahannock, Upper Mattaponi, and Nansemond tribes. The artwork should include multiple murals in various clinic wings, framed artwork for exam rooms and hallways, three-dimensional art like pottery and baskets, encased quilt work, and tribal flags for the lobby.
The project requires a cohesive art design that connects past and present, with a one-year performance period from contract award. The two-story, 25,000-square-foot facility offers primary care, pharmacy, dietary, dental, and behavioral health services. A committee of tribal representatives and clinic staff will review and approve all artwork. Contractors must follow specific installation guidelines, work around the clinic's operational hours (Monday-Friday, 8:00am to 4:30pm), and adhere to federal holiday closures. Payment will be made via the Invoice Processing Platform, with preferred monthly invoicing after art installation, and artist travel costs must not exceed GSA standard rates for the Richmond, VA area.
