Announcement: Pre-Solicitation Notice
The mission of the Indian Health Service (IHS) is to raise the physical, mental, social, and spiritual health of American Indians and Alaska Natives to the highest level. Our Vision is for healthy communities and quality health care systems through strong partnerships and culturally responsive practices. This acquisition will enable the unit to secure sensitive areas of the clinic.
The Nashville Area is the most geographically and culturally diverse Area within IHS.
This poses unique challenges to our staff and requires the use of creativity, flexibility, and understanding in accomplishing our mission. The Mid-Atlantic Service (MASU) was founded in 2019 after seven tribes in the Commonwealth of Virginia received federal recognition.
Two recently completed clinic projects require additional work in preparation for opening.
The Mid-Atlantic Service Unit serves the Pamunkey, Chickahominy, Eastern Chickahominy, Monacan, Nansemond, Rappahannock, and Upper Mattaponi tribes. The Monacan Health Center serves the Monacan Indian Nation. Both service units serve all federally recognized Indian Nations. Both completed clinics require a comprehensive access control solution that integrates existing and provided systems into one simple, manageable solution. The requirement to only enable those who require access to either the clinic or the clinic wings is not only safer for the employees, but also provides adequate privacy for those in treatment.
The Mid-Atlantic Service Unit requires the installation and support for a GSA (FIPS 201) Approved HSPD-12 access control system, including card readers, associated keypads and hardware for two recently completed construction projects: Mid-Atlantic Service Unit (MASU) and the Monacan Health Center (MHC).
Additionally, both clinics (MASU and MHC) require a GSA/federally approved pharmacy intrusion alarm system with additional panic devices (buttons and wearables) and cameras, with alarm networking to the Federal Protective Services as the Central Monitoring Service (CMS) provider.
Contractors will integrate the access control system, alarm system with the existing security camera system workstation, resulting in one centrally managed work station for each site.
Intrusion Alarm System:
• Intrusion Detection Panel
• At least 2 Touch Keypads
• Professional PIR/motion Detectors providing sufficient space coverage
• Miniature Aluminum Commercial Door Contacts providing sufficient space coverage
• Indoor Siren
• 2 Double-Button Panic Buttons mounted under the pharmacy reception area
• 25 Wearable Panic Buttons
• Technical Services to Install, program and establish connection to Federal Protective Services CMS.
• Alarm Option one:
o 2 Double-Button Panic Buttons mounted under the lobby reception desk for both clinics o 2 Double-Button Panic Buttons mounted in the Behavioral Health reception area for both clinics
• Alarm Option Two:
o Vendor supplied CMS service for 24/7 system monitoring for both clinics
Physical Access Security System:
Mid-Atlantic Tribal Health Center will require -
• No Less than 54 door access panels
• No less than 1 door controller
Monacan Tribal Health Center will require -
• No Less than 32 door access panels
• No less than 1 door controller
