About this file

This is a combined Request for Quotation (RFQ) solicitation for a commercial window tinting project for the Indian Health Service's Monacan Health Center. The solicitation (Number 75H71525Q00016) is a 100% small business set-aside for Glass and Glazing Contractors, with a NAICS code of 238150 and an estimated size standard of $19 million. The project involves purchasing and installing reflective security window tinting for the newly built Monacan Health Center located in Madison Heights, Virginia, covering approximately 1,135 square feet of exterior glass and 72 square feet of interior windows.

The solicitation covers a one-year contract period from April 2025 to April 2026, with the primary objectives of enhancing patient privacy and security. The contractor will be responsible for providing all labor, equipment, and materials to install blister-free, pressure-sensitive window tinting that limits interior visibility from the outside while maintaining visibility from inside the facility. The procurement will follow a firm fixed-price contract model, with proposals requiring submission of company details, pricing on Standard Form 1449, a technical capabilities statement, and documentation of two years of past performance with federal, state, or local government contracts.
