Sells, Sheila (IHS/POR/AO) PWS under Scope is clear on how many NPSC is needed. But under Specific Tasks or Specification, the veribage says ‘Provide no more than one….’ That can be confusing. Recommend updating PWS to remove ‘Provide no more than one”.
3. Question in regard to Evaluation Factors:
1. Is a Technical Approach to meeting the PWS not an evaluation factor with a corresponding "Technical Volume”?
Response: Correct. The solicitation does not establish a separate Technical Approach evaluation factor or require a separate Technical Approach volume.
Offerors shall submit the information required by the solicitation. The non-price factor is Demonstrated Prior Experience, supported by the required written narrative and past performance/project information.
2. Is Key Personal not an evaluation factor, with a corresponding "presented candidate profiles" requirement?
Response: Correct. Key Personnel is not established as a separate evaluation factor, and the solicitation does not require offerors to submit candidate profiles with their quotes. Proposed and/or assigned personnel must meet the minimum qualifications, credentialing, background, CPR, certification, and experience requirements stated in the Performance Work Statement before performing services. The Government may request additional information as necessary for responsibility, credentialing, background, or post-award onboarding purposes.
3. Are non-personal healthcare services for IHS considered "acceptable" past performance or must the past performance be for same services?
Response: Past performance does not have to be identical or limited to IHS contracts to be considered. The Government will evaluate the relevance and quality of past performance based on the extent to which the work performed is comparable to the current requirement.
4. Is there on-site housing for this position? If there is, what will the cost be?
Response: No. Government-provided or on-site housing is not available.
