Question 1: Is there an incumbent currently performing this work?
Answer 1: No. The period of performance of the previous contract ended on 3/2/2024 and there have been significant revisions to the Statement of Work.
Question 2: If there is no incumbent, what is the appropriate wage determination labor category for this scope of work? We see three labor categories that could potentially apply to this position. To ensure all bidders pricing is based on the same information, we request the government clarify the desired Wage Determination labor category to industry.
Answer 2: 01013 - Accounting Clerk III, this is only a recommendation, and respondent shall include the proper level of effort to complete the tasks in this requirement.
Question 3: Does IHS have an estimate for the expected hours to complete this work (based upon number of claims, effectiveness of revenue cycle/accounting process, etc). Example, does IHS expect this to be a full time job… or based upon the number of claims the work could be completed in 1000 hours/year?
Answer 3: No, the contractor is responsible to determine the number key personnel for a successful completion of all the tasks referenced in the statement.
Question 4: Evaluation Factor 2: Demonstrated Prior Experience states, “The Quoter shall submit a written submission, totaling no more than 3 pages, detailing their experience by addressing each of the two topics provided in this section” (bolding and underlining is mine). This statement is followed by a list of five experience items. Can the government clarify what “two topics” is referring to?
Answer 4: The Synopsis-Solicitation has been amended to reflect the five (5) topics included in Evaluation Factor 2.
Question 5: Can all proposal content, including pricing, be provided in a single PDF file or are you requiring pricing to be submitted separately in its original excel format?
Answer 5: Please note that this is a request for quotation (RFQ) and not a request for proposal. Responses to this RFQ, including a completed copy of Attachment 1, may be submitted as a single email attachment in Adobe PDF or Microsoft Word document format.
Question 6: This is classified under NAICS code 561440 “collection agencies”… This is typically an accounting / revenue cycle function in the hospital/clinic vs collection agency per se. If I look at the NAICS I can see why this could have been picked. Just curious why this NAICS code was picked?
Answer 6: NAICS code 561440 was selected over a more general code (e.g. NAICS 541200 - Accounting, Tax Preparation, Bookkeeping, and Payroll Services) based on a review of contractors that have historically performed this work. There is no NAICS code specific to Accounts Receivable services. NAICS code 561440 includes the remittance of payments.
Question 7: I believe I have seen this opportunity in the past. Could we have the prior solicitation number?
Answer 7: The previous Solicitation No. was 75H71323Q00004.
Question 8: If this is a solicitation for a prior opportunity… What were the issues with the current provider (e.g. did not understand the accounting process, understanding of ICD 10 codes, understanding of healthcare industry etc..). Assuming there were issues or the option years would have been selected Answer 8: The Government needed to revise the Statement of Work.
Question 9: Will there be a training period provided for the health systems that we will use for posting payments?
Answer 9: There is no training period associated with this acquisition. The government seeks a contractor with the knowledge described in Section V, Required Knowledge, of the Statement of Work. As stated in Section IV Filing Financial Documents of the Statement of Work, the Contracting Officer’s Representative will provide further guidelines on Filing Financial Documents, this is expected to be brief. This does not include any training on the Required Knowledge covered in Section V.
