This is an amendment to a solicitation issued by Gallup Indian Medical Center (GIMC), Acquisition Department, located at 1808 W. Aztec Avenue, Gallup, NM 87301. The amendment, effective August 26, 2026, adds Questions & Answers and a revised Attachment A (Statement of Work) to the solicitation. The period of performance is December 1, 2026 through November 30, 2027. Offerors must acknowledge receipt of this amendment prior to the solicitation deadline using one of three methods: completing items 8 and 15 of the amendment form, acknowledging receipt on each copy of the offer submitted, or sending separate written or electronic communication referencing the solicitation and amendment numbers.

Solicitation Requirements and Set-Aside

Solicitation 75H71026Q00266 seeks a computerized patient tracking system for GIMC Pharmacy, serving two physical locations (Main Pharmacy and 2018 Pharmacy). The contractor must provide all software, hardware, licensing, implementation, maintenance, technical support, upgrades, and warranty services. Key system capabilities include electronic and self-check-in via kiosk, ticketing, queuing, routing, public display notifications, audio announcements, and reporting features that support pharmacy workflow and reduce patient wait times while maintaining HIPAA privacy compliance through ticket number usage rather than patient names. The system must enable cross-location data visibility and reporting between both pharmacy locations, maintain a minimum of five years of tracking history, and provide 24/7 technical support with emergency availability and on-call field service technician support. Hardware warranty services must include replacement of defective components, return material authorization (RMA) processes, and overnight shipment for critical issues within CONUS. Critical system response time is required within 30 minutes per Service Level Agreement requirements. This is a 100% Indian-Owned Small Business Economic Enterprise Set-Aside, per HHSAR 352.226-4. While a September 1, 2026 site visit is offered, attendance is not mandatory but is recommended per 52.237-1 provision. The contractor must comply with Privacy Act, HIPAA, CFR 42 Part 2 (substance use disorder records), and Section 508 accessibility standards (WCAG 2.1 Level AA), with Section 508 Product Assessment Template submission required.

2. SOW §§1.1 and 3.1.1: Please clarify whether the system is custom-developed, commercial off-the-shelf, or a customized commercial product.

Response: The SOW does not prescribe whether the proposed system must be custom-developed, commercial off-the-shelf (COTS), or a customized commercial product. Offerors may propose any of these solution types, provided the proposed solution meets all SOW requirements.

3. SOW §§3.1.1, 3.1.5, and 3.1.6: Must the contractor be the OEM or an OEM-authorized reseller/service provider to supply licenses, updates, upgrades, warranty coverage, and RMA services?

5. SOW §§1.1, 2.1.1, and 3.1: Is the requirement limited to support of the currently installed system, or may offerors propose a functionally equivalent replacement?

Response: Offerors may propose a functionally equivalent replacement system.

The requirement is not limited to support of the currently installed system. The proposed solution must meet all requirements identified in the SOW, including functionality and cross-location tracking and reporting between the Main Pharmacy and 2018 Pharmacy locations.

6. SOW §§2.1.1 and 6: Required uninterrupted operation and continuous maintenance coverage but do not establish requirements for transitioning system responsibility following award. Please specify the transition period, date of operational responsibility, incumbent handoff obligations, and the system documentation, administrative access, licensing records, configuration data, and OEM support rights that will be available to the awardee.

Response: These items would be discussed with the awardee during an award kickoff meeting.
