This is Amendment 0003 to Solicitation 75H71026Q00242 for a Mobile Sterile Processing Unit at Northern Navajo Medical Center in Shiprock, NM, issued by the contracting facility on 08/14/2026. The amendment extends the solicitation closing date to 10/01/26 at 4:00 PM MDT and includes a Questions and Answers document and revised Statement of Work with tracked changes as attachments.

The Questions and Answers document addresses six key areas of clarification: (1) Alternative mobile sterile processing configurations are acceptable provided they meet clinical requirements and fit within the allocated 75' L × 30' W × 15' H space with a minimum of 2,000 square feet; (2) The Contractor is responsible for furnishing and installing all final connection hardware and performing tie-ins for all utilities including electrical, water, wastewater, HVAC, telecom, fire alarm, fire sprinkler, grounding, and anchoring systems from Government connection points; (3) The required 480V, 3-phase, 600A electrical service must be compatible with existing infrastructure that currently provides 480V, 3-phase, (2) 250A service; (4) Specific utility parameters are detailed in Section 5.2 of the solicitation regarding cold-water, hot-water, and wastewater connection requirements; (5) Annual refresher training costs must be included in applicable rental/maintenance CLINs with $0.00 entered for separate refresher-training CLINs; and (6) Decommissioning and removal costs must be included in Base Year and each option-year price to ensure coverage whenever performance ends. Additional notes specify that the sewer sump pump is located halfway between the building and trailer location, gravity-fed from the mobile unit to the sump and then pumped to the building sewer system, with minimum floor height of 3' 9", minimum utility connection height of 2' 8", and minimum unit height of 1' 3".

Questions for Solicitation 75H71026Q00242

During our final review of the solicitation, Statement of Work, pricing structure, and a proposed subcontractor solution, we identified several items for which we respectfully request clarification so that our technical and price proposal accurately reflects the Government's requirements.

1. Alternative Mobile Sterile Processing Unit Configuration

Our prospective sterile-processing subcontractor has an immediately available Mobile Sterile Processing Department configuration consisting of three integrated ISO-container modules with an overall footprint of approximately 40' L × 24' W × 9'6" H and approximately 960 square feet. The proposed unit would be installed at grade level rather than configured as an expandable wheeled trailer.

The Statement of Work identifies an approximately 75' L × 30' W × 15' H wheeled, expandable mobile sterile processing unit.

Please clarify whether the Government will consider a technically equivalent or superior alternative configuration that does not match the stated wheeled/expandable form factor and approximate exterior dimensions, provided the proposed unit demonstrates compliance with all required clinical functions, equipment, workflow, contamination-control, utility, commissioning, maintenance, and performance requirements.

If alternative configurations will be considered, please confirm whether the Government's approximate dimensions are intended as mandatory physical requirements or as a description of the currently used/referenced unit.

The space we have allocated is 75’x 30’ x 15’. It has to fit within this space. We have to have a minimum of 2000 sq feet for the sterile processing department

2. Utility Connection Responsibility

Please clarify the intended division of responsibility for utility connections between the Government and the Contractor.

Specifically, please confirm whether the Contractor is responsible for furnishing and physically installing all final connection hardware and performing the tie-in from the

Government's available utility connection points to the mobile sterile processing unit, including as applicable:

• electrical;

• domestic/cold water;

• hot/process water;

• wastewater;

• HVAC condensate;

• telecom/data;

• fire alarm;

• fire sprinkler;

• grounding; and

• anchoring/tie-down systems.

If the Government will perform any portion of the utility tie-in or provide any specific connection hardware, please identify the Government-furnished scope.

The Contractor is responsible for furnishing and physically installing all final connection hardware and performing the tie-in from the Government's available utility connection points to the mobile sterile processing unit.

3. Electrical Utility Capacity / Interface

Please confirm the electrical service actually available at the intended installation location and the maximum electrical service the Government expects the Contractor's unit to utilize.

A prospective unit requires approximately 480V, 3-phase, 600A service. Please confirm whether this configuration is compatible with the available NNMC electrical infrastructure, or whether the Contractor must design the unit to operate within a different Government-provided electrical configuration.

480V, 3-phase, 600A service is not compatible with the current 480V,3-phase, (2) 250A. Has to be compatible with existing infrastructure.

4. Water and Wastewater Connection Parameters

Please confirm the controlling Government utility requirements for the unit's:

• cold-water connection size and available pressure;

• hot-water connection size and available temperature range; and

• wastewater connection size and any required sump-pump configuration.

We want to ensure that the proposed unit is fully compatible with NNMC's available utility infrastructure without relying on assumptions or requiring an unpriced post-award modification.

See Section 5.2 Table for specifics on page 8-9

5. Annual Refresher Training Pricing

The solicitation pricing schedule appears to include separate annual refresher-training CLINs for the option years.

However, the Statement of Work also appears to require training/instructional costs to be included in the overall contract cost and not invoiced separately.

Please clarify whether offerors should:

• separately price the annual refresher-training CLINs as listed in the pricing schedule; or

• include those annual training costs within the applicable rental/maintenance CLINs and enter $0.00 for the refresher-training CLINs.

Include annual training costs within the applicable rental/maintenance CLINs and enter $0.00 for the refresher-training CLINs.

6. Decommissioning / Removal Pricing

Please clarify how offerors should price final decommissioning and removal of the mobile sterile processing unit if the Government does not exercise all four option years.

Should the cost of final decommissioning/removal be:

• included in the Base Year and each applicable option-year price so that removal is fully covered whenever performance ends; or

• priced only in the final option year, with a separate charge permitted if earlier options are not exercised?

Included in the Base Year and each applicable option-year price so that removal is fully covered whenever performance ends.

Note: Sewer sump pump is located halfway in between the building and trailer location. Gravity fed from the mobile to the sump, then from the sump pumped to the building sewer system. Minimum height floor is 3’ 9”, minimum height utility connection 2’ 8”, the minimum height of the unit is 1’3”.
