Amendment to Solicitation 75H71026Q00173
This is an amendment to a federal solicitation issued by Kayenta Health Center's Acquisition Department for the Inscription House Health Center (IHHC) Access Control and Intrusion Detection System project. The solicitation closing date has been extended to June 26, 2026 at 12:00 PM MST. The period of performance runs from July 1, 2026 to December 31, 2026. Amendment No. 1 modifies the Statement of Work to clarify that the contractor must integrate the new access control system with the existing Lenel OnGuard enterprise server environment hosted at Kayenta Area Health Center (KARH) rather than providing a separate server. The contractor shall provide intelligent controllers, workstations, software licensing, training, and support services, along with one dedicated IHHC security workstation with Lenel OnGuard client software for local monitoring and administrative functions.
The amendment specifies that all access control panels, readers, alarm inputs, and associated devices must be configured and integrated with the existing KSU enterprise Lenel OnGuard environment at KARH, with the contractor responsible for coordinating software licensing, database configuration, communication server assignments, and network requirements. The contractor must verify network connectivity, bandwidth, controller communications, alarm annunciation, cardholder synchronization, and system performance prior to final acceptance, and must deliver an Enterprise Integration Acceptance Report documenting successful communication between IHHC field devices and the KSU/KARH enterprise system. The accompanying Questions and Answers document addresses 16 technical inquiries regarding server architecture, cabling installation, door hardware types, fire alarm integration, ICRA requirements, and clarifies that the Government does not require CSEIP, PSP, or RCDD certifications, though contractors must provide qualified personnel with necessary experience.

Questions & Answers – Access Control System
1. Is contractor to provide a new Lenel On Guard server for this project is the new Lenel system to be added to an existing Lenel On Guard Server?
The Government maintains an existing Lenel OnGuard enterprise server environment at Kayenta Alternative Rural Hospital (KARH). The IHHC access control system will be integrated into the existing Government-owned Lenel OnGuard environment. A separate Lenel OnGuard server is not required under this project. The contractor will provide all controllers, workstations, licensing, programming, and integration services necessary to establish full system functionality within the existing enterprise environment. The purpose of this project is to extend and standardize the existing enterprise access control architecture.
2. What is version of existing Lenel On Guard server?
Existing Lenel OnGuard server information, including software version, licensing requirements, and integration specifications, will be provided to the successful contractor during project kickoff and coordination with Government IT personnel.
3. For the new card access doors with Magnetic locks or panic hardware, who is responsible for Fire alarm system connection for release, is a Fire alarm system is active at facility?
Yes, the facility is equipped with an active fire alarm system. The Government is not aware of any existing magnetic lock systems or electrified panic hardware currently installed at IHHC. The contractor shall evaluate the proposed access control hardware and identify any fire alarm interface requirements necessary to maintain compliance with NFPA 101, applicable codes, and life safety requirements. Any required fire alarm integration shall be coordinated with the Government during design review and installation planning.

IHHC Facilities Management.
5. Can new cabling be installed Free Air above ceiling AND in walls at new devices locations?
Yes.
6. Are the Pharmacy walls/ceilings and grid tiles standard ½ drywall OR are the walls ceiling security screened in walls/ceilings?
The pharmacy consists of standard commercial construction with standard 5/8” gypsum boards and suspended ceiling system with lay-in ceiling tiles. There is no security screening, expanded metal or other security reinforcement within the wall or above the ceiling.
7. If existing hardware sets need to be replaced for new Lenel system install, who is responsible for any possible rekeying of locks? Contractor or Facility?
The contractor shall be responsible for coordinating and providing any rekeying required as a direct result of access control hardware installed or replaced under this project. Existing lock cylinders shall be retained whenever practical. 12. Will the contractor have full access to all rooms in the location with a single mobilization?
Yes, with IHHC staff escorts. Contractors will be wearing company identification badges and checking in with security upon arrival.
13. Would like to respectfully request consideration of an alternate Physical Access Control System (PACS) solution. The Statement of Work specifies a Lenel OnGuard-compatible PACS. However, we noted that Lenel OnGuard does not appear on the current Approved 13.02 Topology PACS Products List maintained through IDManagement.gov. Several enterprise class PACS platforms that support federal identity management objectives and PIV credential interoperability are currently listed as approved 13.02 solutions. Given the Federal Government's continued emphasis on identity management, credential interoperability, and standards-based access control architectures, would the Government consider an Approved 13.02 Topology PACS solution as an acceptable substitute, provided it meets all operational, security, integration, and performance requirements of the project?
No. The Government requires compatibility and integration with the existing Lenel OnGuard enterprise access control system currently utilized by the Kayenta Service Unit. The contractor shall provide a Lenel OnGuard-compatible solution capable of integrating with the existing Government-owned enterprise environment. Alternate PACS platforms will not be considered.
CLARIFICATION - The project does not include implementation of a Federal ICAM program, PIV credential issuance, or PIV-based access control management. While the system includes PIV-capable reader technology for compatibility and future expansion, the primary objective is integration with the existing Government-owned Lenel OnGuard enterprise environment.
14. Certified System Engineer ICAM PACS (CSEIP). The solicitation does not currently require the PACS and associated identity credentialing components to be designed, reviewed, or approved by a Certified System Engineer ICAM PACS (CSEIP). Because the project includes access control infrastructure, PIV-capable readers, enterprise integration, and compliance with federal security requirements, please clarify whether the Government intends to require a CSEIP-certified professional to participate in the design and validation of the system. Such a requirement would help ensure compliance with federal identity management and access control standards and support successful system integration.
The Government does not require a Certified System Engineer ICAM PACS (CSEIP) certification for this procurement. Contractors will provide qualified personnel with the experience necessary to design, install, configure, and commission the specified system in accordance with all applicable Federal, IHS, manufacturer, and project requirements.
15. Physical Security Professional (PSP). The solicitation does not currently require the security system design to be reviewed or approved by a Physical Security Professional (PSP). As this project involves the protection of healthcare facilities, controlled substance storage areas, intrusion detection, lockdown functionality, and access control measures, please advise whether the Government will consider requiring a PSP-certified professional to validate the security design, perform security risk assessments, and ensure compliance with applicable physical security standards and best practices.
The Government does not require a Physical Security Professional (PSP) certification for this procurement. Contractors shall ensure personnel possess the qualifications and experience necessary to perform the work described in the Statement of Work
16. Registered Communications Distribution Designer (RCDD). The solicitation does not currently require the communications and structured cabling infrastructure to be designed, reviewed, or approved by a Registered Communications Distribution Designer (RCDD). Since the project includes network infrastructure, structured cabling, controller connectivity, workstation deployment, and future enterprise integration capabilities, please clarify whether the Government will consider requiring an RCDD-certified professional to oversee the communications infrastructure design and documentation to ensure compliance with industry standards and long-term system performance.
The Government does not require a Registered Communications Distribution Designer (RCDD) certification for this procurement. Contractors shall ensure all communications and structured cabling infrastructure is installed in accordance with applicable industry standards, manufacturer requirements, and project specifications.
