Post Site Visit – Questions:
1. In the previously answered questions, on Question #28, the answer is: "Government housing does require any permits/inspections from tribal or local permits. KSU housing oƯice to inspect installation of new equipment.” We believe the answer should be “doesn’t require any permits/inspections…..” Are we correct?
Yes & No, local government inspection of work is not required but, Kayenta Township required construction permit with fees.
2. In the previous Question #29, Navajo Nation Tax, does the 7% “local Kayenta Township tax regulation” include the 6% Navajo Nation Tax and 1% construction material tax (Less labor)? Or is the 7% additional to the 6% Navajo Nation Tax?
Local tax regulation only requires Kayenta Township Tax of 7% and construction permit cost of 1% material tax minus labor cost. $100 construction permit fees.
3. What are the HVAC unit specifications (BTUs, tonnage)?
3 tons
4. Are the furnaces being removed, returned to IHS or disposed of by the contractor?
Some are removed and contractor to dispose of all removed furnaces.
5. All supply plumbing lines are being replaced, what about drain and vent lines? If these Drain/Vent lines are ABS or PVC material I don’t think it’s necessary to replace.
Replace all supply plumbing and not the drain and vent lines.
6. If we are replacing the drain/vent lines it will add a substantial amount of work.
Project does not require replacement of drain/vent lines.
7. Are all water heaters needing to be replaced?
Keep existing water heaters.
8. Rooftop swamp coolers are present, with the new AC units these are no longer needed. Is the intention to leave these on the roof or Demo?
If we are demoing that will Also mean patching the roof. Project does not require removal and patching of rooftop swamp cooler.
9. All flooring is being demo’d and replaced. Does that include the tile that is found in kitchens and bathrooms? If yes, are we needing to re-install tile or just the spec’d out flooring throughout.
Quarters 3025 floor ceramic tiles in kitchen and bathroom will stay in place and replace flooring in all other areas.
10. Please confirm all Drywall and paint repairs will be done by KHC.
Project does not require drywall and paint repairs. Repairs done before renovation starts. Drywall and painting is required for the new bathroom tube/showers.
11. We are replacing baseboards, what about door casing? At the site visit I noticed many pieces of door casing missing.
Project requires door replacement and replace door casing as needed.
12. Are we needing to install concrete pads for the new AC condensing units?
Government to install concrete pads for the new AC condensing units.
13. Do we replace the large tub in only one restroom at unit 3025 or do all the tubs get replaced in all 4 units for a total of 8 tubs/walkins
Remove large tub in quarters 3025. Four quarters to get 8 tubs/walkins replaced.
14. [HIGH PRIORITY] The work removes existing paint and rust from steel by wire-brushing and powered grinding (SOW Division 09). Has GSA tested the existing coatings for lead or other regulated substances, and is a lead/hazardous-coating survey available to oƯerors? If regulated coatings are present, please confirm the required containment, worker protection, and waste characterization/disposal requirements.
Buildings 3010 to 3041 are three (3) and four (4)-bedroom single-family housing units that are classified as “new”. These units were not included in the testing performed by iiná, bá that conducted inspection Marth 2012.
15. Is GSA aware of any areas of significant corrosion, section loss, or failed coatings beyond normal weathering that would require repair under the SOW prior to coating?
No significant corrosion or failed coating was identified in the project.
16. [HIGH PRIORITY] The SOW lists a “Canopy Surface” square footage for each area (e.g., AZ0356JJ North 16,250 ft², South 6,700 ft²). Please confirm whether each figure represents the actual steel surface area to be coated, or the projected/plan footprint of the canopy. If the latter, please advise the basis oƯerors should use to compute paintable steel surface.
Project does not require any canopy work.
17. The SOW tags both “Main Building” and “NII Building and Canopy” as AZ0336JJ, while the SF1449 lists CLIN 0005 (Main Building + Canopy walkway) as AZ0336JJ and CLIN 0004 (NII and 2 Canopies) as AZ0362JJ. Please confirm the correct facility/area code for each CLIN and which physical structures are included in each line item.
Project does not require any canopy work.
18. The SOW references “Project Footprint Drawing / Photos” as an attachment. Please confirm these are available to oƯerors and where they can be obtained, as they are needed to verify quantities and access.
Contractor was given opportunity to confirm footprint drawing/photos during on-site contractor inspection on July 1, 2026.
19. SOW Division 09 specifies a zero-VOC, low-odor, rust-inhibitive enamel with “TBD finish.” Please confirm (a) the required sheen, (b) the number of finish coats, and (c) any required dry-film thickness or specific product/performance standard.
Painting required only at bathroom tub/standing tub and perimeter wood skirting.
Prime paint and two finish coats is required.
20. Does a specific SSPC/NACE surface-preparation standard govern (e.g., SSPC-SP 2 / SP 3), or are the hand and power-tool methods described in Division 09 the full requirement?
Follow HUD standards for surface preparation which the modular home was built under.
21. The SOW requires colors to match existing. Please provide the existing paint manufacturer, color name/number, and sheen where known, or confirm oƯerors should field-match and submit samples for approval.
Manufacture: Sherwin Williams, Color: Dover White/ 6385, Interior PROMAR 200 Zero Voc Semi-Gloss
22. Gantry Building- Project has either been stated by what’s in the documents or verbally that all white surfaces to be repainted white but this building is not white but needs to be painted what color are we painting this building?
Dover White
23. Given continuous port operations, please confirm whether night or oƯ-peak work is permitted, how lane/booth and canopy-area closures will be coordinated, and any restrictions on aerial-lift staging or overhead work above active inspection lanes.
Four modular building renovations are vacant and work to be done anytime of the week. Any closure request of nearby tenants must be coordinated with government housing manager.
24. In unit 3025- The scope of work says to replace tub with walk-in shower. But the master in unit 3025 already has a walk-in shower. Do you want just another master tub install. Plus this master restroom has glass block right next to the master tub. If a master walk-in shower is installed this master bathroom will have two showers.
The master shower will be covering up the glass lock which appears to be allowing natural light into the restroom.
In quarters 3025, remove existing large tub and replace standing shower. Open standing shower to have no glass door where tenants install own standing shower curtains.
25. Unit 3025 - It looks like The Demo has started in this unit on the floor. Will the demo be completed by your staƯ or is that part of our SOW?
Floor demo to completed by KARH housing staƯ before contractor arrives.
26. Second question about the floor in unit 3025. Will the porcelain tile remain or does that also get demoed?
Porcelain tiles will remain in quarter 3025.
27. Again, who performs the demolition the Contractor or your staƯ? I need to know if the tile is gonna stay so I can adjust the LVT flooring.
KARH housing oƯice to remove carpet to wood base flooring and existing vinyl can be covered with new LVT tiles.
28. Unit 3013 there is no utility door in this home. Do you want a door installed that enters into the utility or not?
Replace both exterior doors.
29. Again in unit 3016 there is no utility door. Do you want a utility door installed at this location?
Replace both exterior doors.
Quarters: 3013 & 3015
Quarters: 3016
