4. The solicitation includes Service Contract Labor Standards language and a wage determination. Because the scope appears to involve renovation/repair of housing units, please confirm whether Service Contract Labor Standards, Construction Wage Rate Requirements/Davis-Bacon, or another labor standard applies to this project. Please also confirm whether certified payrolls will be required.
Davis-Bacon Act is utilized in construction projects when it exceeds $2,000 in labor costs and payroll certification is required.
5. Site Visit The solicitation includes FAR 52.237-1 Site Visit, but we did not identify a specific site-visit date, time, or procedure. Please confirm whether a site visit is scheduled, optional, mandatory, or no longer available. If available, please provide the date/time, meeting location, site POC, access requirements, and whether attendees must obtain badges in advance.

Period of Performance / Completion Requirement
6. The SF30 lists a period of performance from 08/01/2026 to 07/31/2027, while the
SOW states the period of performance shall commence immediately upon award.
Please confirm the anticipated notice-to-proceed date and the required substantial completion/final completion date. Please also confirm whether all four modular homes will be available to the contractor at the same time or whether the work must be phased.
Reasonable period of performance schedule can be coordinated with housing manager. All four modular homes are available for contractors to access at same time.
