Yes, all doors need to be connected to the new system, as stated in the SOW the plan would be to remove and install the new system, 43 total non-capable- total replacement as stated in SOW.

6. Are there existing racks/cabinets where new head-end equipment can be installed?
No, this is a turnkey installation and will require the system to be built new.
7. Can we re-use existing Access control cabling?
No, the old system will need to be removed and replaced with a new system
8. SOW note 5.1.6 says “Cameras and two-way communications linked to all exterior door access systems". Is CCTV and the two-way communications/paging system part of this access control SOW, or should we ignore this requirement since it does not belong to the access control system?
Yes, it is part of the scope of work, the system will need to speak to each other in select areas.
9. SOW note 5.1.6 says “Cameras and two-way communications linked to all exterior door access systems":
a. What is the Brand and model number of the existing cameras?
Axis Cameras with various models
b. What is the Brand and model number of the existing two-way communication system?
None exist at this time. This is a new feature to the card reader system
c. What exactly do you want the new access control system to do with the existing cameras and two-way communications?
To ensure when High risk areas that are being entered are thoroughly monitored and the camera will capture all High-risk area movement at the door and allow security to communicate from the access control areas the doors identified. Ensuring staff can enter the areas if there are any emergent responses needed.
d. What exactly do you want the existing cameras and two-way communications to do with the new access control system?
Rolling coverage of the hospital area and ensure the high-risk areas have communication from the door to the control areas.
e. Can you please provide drawings showing the locations of the existing cameras and two-way communications?
Yes, camera locations and two-way communication are at both patient entrances at the Emergency room, See attached drawing.
10. Contractor is to replace the old access control head-end system with a new one, replace all card readers as described in the solicitation SOW, and re-use all existing door hardware - such as door locks, door contacts, motion sensors and everything else the existing access control system is connected to in order to control the doors. No, all three locations can be controlled by the POC at each location
18. Does each location's access control system need to be a standalone system, not connected to any other access control systems or any other systems?
Yes, a standalone system, with the exception of the camera needs at the high-risk areas. Which will need two-way communication.
19. Please clarify. The SOW note 5.1 states that the access control system must be “separate from the Indian Health Service - D1 network and not use host facility Wi-Fi” and must be on its “own, isolated network”:
Yes, this system must be an independent network
a. Is the intent for all three locations (NNMC, FCRHC, and DZHC) to be connected to a single unified access control system managed from a central workstation? If so, can we use the existing network infrastructure between the sites to achieve this?
No, each site will manage their own with its own independent control center
b. OR is each site expected to have its own standalone, independently managed system?
Yes, independent managed system
20. Please confirm whether the new PIV-based access control system is expected to perform certificate validation using online resources to be truly FICAM-compliant, or if all validation will be handled locally.
