Crownpoint ER Solicitation #75H71021R00002 – Amendment One (1):
1. Please clarify the completion and submission of the “Form and Instructions for Completing a Services, Information Technology, or Operations Support CPAR”. For example, do Government CORS/Representatives complete the CPAR document included in this Solicitation, send it to Contractor and Contractor submits CPAR document with our submission package?
The CPAR attachment is provided in the RFP as a sample of performance evaluation factors and does not require any actions at this time.
2. Please clarify the anticipated coverage schedule for Contract Physicians including:
a. How far in advance will the Contractor be notified of shifts that need to be covered? For example, for shifts that need to be covered by the Contractor in January would the Contractor receive the January coverage schedule on November 1st or what would be the date the schedule is issued?
The department point of contact will work collaboratively with the company to ensure scheduling is completed two (2) months in advance to ensure physician coverage.
b. What is the fewest consecutive shifts Contractor will need to cover? For example, are there instances when a single shift needs to be filled and then there is a gap of time before another shift needs to be filled?
Currently there is one FTE provider working 3 day shifts consecutively each week for two weeks. The same FTE will be off the following two weeks and will report back to the facility for another set of two week shifts following the same schedule. The contracting staff will need to cover 100% night shifts, 100% day shifts not covered by the FTE provider and 100% of all holiday shifts.
c. What is the maximum number of consecutive shifts that Physicians will be allowed to work?
Due to remoteness of area, the department avoids having contract physicians work less than 2 or 3 days in a row. Maximum of 10 consecutive shifts.
d. Please provide the ER schedule for the last six months so that we can better understand the typical staffing coverage requirements.
3. Section B-3.7.0 indicates that if Contract Physician has an unforeseen absence and is replaced by a permanent federal hire the Contractor will incur a penalty fee which shall be the hourly rate plus 30% administrative cost. This is a severe penalty in which one missed shift could take several weeks of coverage for the Contractor to break even on the penalty cost of a missed shift. We recognize the critical importance of providing perfect ER coverage and we will present a comprehensive contingency coverage which could provide short notice coverage for both Contact Physician and Government Physician absences. We also realize that there could be highly atypical situations which arise which in this unusual time which maybe out of a Contact Physician’s control. For example, a Contract Physician reports to work, but has an unacceptable temperature; or airline travel is cancelled or interstate travel restricted due to Covid 19, an act of nature, civil unrest, etc. Can you please provide additional information regarding the administration of penalty fees?
The penalty fee will be used to address any missed shift(s) due to circumstances pointed out in the solicitation. Should a FTE provider cover the missed shift(s), the department has set a fee to assess the company to cover any administrative costs that have been incurred due to lack of contingency planning on behalf of the awarded company.
| 4. Section B-3.2.4 indicates the Government housing may be available for Contract | Physicians. Will the Government housing typically be available for Contract Physicians |
| and what are the daily, weekly and monthly housing fee rates? |
