About this file
This document is a Questions and Answers (Q&A) attachment for a Request for Quote (RFQ) for pest control services at the Northern Cheyenne Service Unit in Lame Deer, Montana. The Q&A provides detailed clarifications on various aspects of the solicitation, including chemical alternatives, equipment ownership, building access, service hours, reporting requirements, and administrative details. Key clarifications include: the contractor must provide and maintain fly traps, services are limited to normal business hours (Monday-Friday, 8am to 4:30pm), no photography is allowed due to HIPAA compliance, and the labor category is classified as "Pest Controller". The document also confirms that subcontractors may operate under the prime contractor's compliance, an optional site visit is available, and references/project descriptions can be included in the technical volume if desired.

🔍🔍 Scope of Work and Technical Clarifications
1. Approved Chemical Alternatives Are substitutes allowed for Demand CS, Wisdom TC Flowable, and Demon WP if an equivalent EPA-registered product with matching or superior efficacy is proposed? If yes, would documentation such as product labels, SDSs, or comparative performance data suffice? The Scope of work does say “or equivalent” on all.
2. Fly Trap Program – Equipment Ownership Can you clarify whether the existing fly trap equipment at the clinic is Government-furnished property, or will the contractor be expected to provide, install, and maintain fly traps as part of the bi-monthly service? The contractor will be expected to provide, install and maintain fly traps.
3. Building Access and Escort Requirements For residential quarters and the clinic, will the contractor require escort access, or will badge/key access be provided for recurring scheduled visits? If an escort is required, what is the advance scheduling procedure and average lead time? Contractor will require escort access, due to confidential information within the Building. Advanced scheduling will be required.
4. Service Window Flexibility Are services required to be performed only during business hours, or is after-hours/weekend access permitted for exterior and residential services? Service to be conducted during normal business hours. Mon-Fri 8am to 4:30pm, excluding all federal holidays.
📄📄 Reporting and Documentation Requirements
5. Format and Frequency of Receipts and Reports Are there preferred or required digital templates/formats for the visit receipts, pest activity reports, and chemical usage logs? No Would an automated reporting system be acceptable if it includes all required data fields (e.g., pest activity, sanitation, structural issues)?Yes
6. Photos and Evidence Collection May contractors photograph pest activity or problem areas (e.g., trap placement, structural access points) for recordkeeping or reporting purposes using mobile or digital cameras? No photography is allowed within the premises, due to HIPPA compliance requirements.
7. Data Retention Expectations How long is the contractor required to retain reports and supporting documentation after submission, and is electronic storage compliant with IHS policies? See FAR Part
4.703 for Data Retention Requirements.
🧾🧾 Administrative and Contractual Clarifications
8. Wage Determination Application Given the SCA Wage Determination #2015-5319 (Rev 26), can you confirm which labor category the IHS considers most appropriate for this contract (e.g., Pest Controller vs.
Exterminator vs. General Maintenance Worker)? Pest Controller
9. Past Performance Submission (if any) Is past performance evaluation strictly limited to determining technical acceptability (LPTA), or should we include references and summary project descriptions in our technical volume? References and summary project descriptions can be included if so desired.
10. SAM/CAGE Code for Subcontractors If we propose using local subcontractors for parts of the service (e.g., rodent trapping), must those subcontractors also be registered in SAM.gov and possess a CAGE code, or may they operate under the prime's compliance? They may operate under the Prime as long as they operate under FAR 52.212-4 and 52.212-5 requirements.
11. Mandatory Site Visit Can you confirm whether there will be an optional or mandatory site visit? If yes, please advise Optional o Date(s) and time(s) available schedule with on-site contact person o RSVP or pre-registration process o On-site contact person Jeremy Killsnight o Whether photo documentation will be permitted during the visit No
12. Invoice Submission via IPP Will the awarded vendor be onboarded into the Invoice Processing Platform (IPP) during contract setup, or is prior registration required before award? Will be completed during or after the contract set up.
13. Allowable Subcontracting Scope While no clause prohibits subcontracting, could you confirm whether the Government will allow subcontracting of core pest control services, provided the prime remains liable and all compliance is maintained? As long as the Prime maintains liability.
