About this file
This document is a Questions and Answers (Q&A) file for a solicitation for Emergency Medical Services (EMS) at the Fort Belknap Service Unit. The contract is with the Indian Health Service/Billings Area, seeking two EMTs or Paramedics to provide Basic Life Support services on the Fort Belknap Indian Reservation. The service requires 7-day, 12-hour shifts covering 4,638 total hours annually, with services to be provided 365 days per year. Key requirements include Montana EMT or Paramedic certification, with recommended submission of 5 resumes. The government will provide ambulances (GSA-owned), medical equipment on ambulances, and certain PPE, while the contractor is responsible for personal medical instruments and uniforms.
The solicitation is for a Firm Fixed Price (FFP) contract with monthly invoicing through the Integrated Payment Platform (IPP). The service area covers the 70,000-acre Fort Belknap reservation, with rare off-reservation mutual assistance calls possible. Operational challenges include weather, limited communication due to terrain, wildlife, and unimproved roads. Background checks are estimated at 6-8 weeks, and some training can be completed remotely. There is no current incumbent contractor, and the contract includes computer access, office supplies, and potentially minimal government housing. The contract specifies Basic Life Support services with two ambulances available, responding to both 911 calls and interfacility transports primarily within the reservation.
