About this file

This is a revised Statement of Work (SOW) amendment with an associated pricing table for hospital linen and laundry services. The amendment provides updates to the original SOW and includes a fillable pricing table for Contract Line-Items (CLINs) to support the RFQ submission process.

The services are required for the Mescalero Indian Health Center located in Mescalero, NM (318 Abalone Loop, Mescalero, NM 88340). This is a total Indian Small Business Economic Enterprise (ISBEE) set-aside solicitation with a cascading preference structure under the Buy Indian Act, prioritizing ISBEE firms that are also small business concerns, followed by other small business concerns, Service-Disabled Veteran-Owned Small Businesses (SDVOSB), and HUBZone small businesses. The Indian Health Service (IHS), under the Department of Health and Human Services, is the contracting agency. The revised submission deadline is Friday, August 21, 2026, by 12:30 pm MDT, with quotes to be submitted via email to the Contract Administrator (tamela.richards@ihs.gov) and questions due no later than Monday, August 10, 2026. This is a commercial acquisition under FAR Part 12 using a Request for Quotation (RFQ) format (Solicitation No. 75H70726Q00075), with no separate written solicitation issued.

REVISED STATEMENT OF WORK (SOW)

Hospital Laundry and Linen Services - Mescalero Service Unit Solicitation No. 75H70726Q00075 | Amendment 0001 This revised SOW replaces Section 6, Statement of Work, of the solicitation.

6. STATEMENT OF WORK (SOW)

6.1 Scope

The Contractor shall provide hospital laundry and linen services for the Mescalero Service Unit (MSU), including weekly pickup, laundering, sanitizing, processing, packaging, and return delivery of Government-owned medical and housekeeping items. The Contractor shall furnish all labor, supervision, transportation, equipment, tools, detergents, cleaning agents, packaging materials, supplies, and incidental resources necessary to perform the services. Services shall comply with applicable Federal, State, local, Tribal, and Indian Health Service requirements and shall be performed with minimal disruption to Government operations.

6.2 Ownership and Contractor-Furnished Items

Medical and housekeeping linen and mop items presented by MSU for laundering are Government-owned.

Welcome mats are Contractor-owned and Contractor-furnished. The Contractor shall furnish and exchange the required mats in accordance with this SOW.

The Contractor shall exercise reasonable care and accountability for Government-owned items while in its possession and return all MSU-marked items following processing.

6.3 Service Frequency, Location, and Schedule

The Contractor shall make one pickup of soiled laundry and one delivery of clean laundry each week.

The Government anticipates approximately 52 scheduled weekly service occurrences during each 12-month contract period.

Pickup and delivery location: Mescalero Service Unit Linen Room, 318 Abalone Loop, Mescalero, NM 88340.

Regular service day: Monday.

No regularly scheduled pickup or delivery will occur on a federally recognized holiday. When Monday is a Federal holiday, service shall occur on the following Tuesday.

Welcome mats shall be exchanged biweekly.

6.4 Laundry Processing

The Contractor shall wash (sanitize), dry, press when needed, fold as appropriate, and package all laundry received from MSU.

Mop heads and microfiber mop items classified as rough or contaminated shall be washed separately from other linen.

Laundering cycles shall include flush, main wash, bleaching when allowed and appropriate, rinsing, and souring, as applicable to the textile being processed.

Soaps and detergents shall effectively suspend and remove soils and have appropriate microbiocidal properties.

For hot-water washing, the process identified in the posted solicitation recommends at least 160 degrees F (71 degrees C) for a minimum of 25 minutes. Chlorine bleach may be used when allowed and appropriate for the textile.

6.5 Clean Linen Protection

Clean linen shall be protected from contamination during storage, loading, transportation, unloading, and delivery. Acceptable methods include covered carts or hampers with clean liners, clean carts secured with disposable or properly cleaned reusable coverings, or wrapped bundles sealed with suitable packaging material.

6.6 Re-Performance

Any delivered item determined by the Government to be inadequately cleaned shall be re-cleaned at no additional cost. The Government will segregate and identify the affected items at the next scheduled pickup. The Contractor shall re-launder and return those items segregated from the regular laundry no later than the next scheduled delivery.

6.7 Estimated Annual Quantities and Pricing Basis

The Government does not have reliable historical laundry weight data expressed in pounds. Pricing is not requested on a per-pound basis. Quoters shall provide all-inclusive unit prices for the items below for the Base Year and each Option Year. The estimated annual minimum and maximum quantities are provided for quotation preparation and price evaluation and do not constitute guaranteed minimum or maximum quantities unless expressly stated elsewhere in the resulting contract.

6.8 Period of Performance

The anticipated period of performance consists of one 12-month Base Period and four 12-month Option Periods, consistent with Section B of the solicitation. Actual performance dates will be established by the resulting award and any exercised options.

6.9 Inspection and Acceptance

Inspection and acceptance will be performed in accordance with Section 7 of the solicitation. Deficient or inadequately cleaned items are subject to re-performance under Section 6.6 of this SOW.
