Section Title Question Answer:

HHSAR 352.224-70 PRIVACY ACT

(DEC 2015)

the Solicitation states we will be required to manage a system of records such that certain privacy and IT clauses are included in the agreement, but the SOW doesn’t elaborate on what system of records are applicable- can you please elaborate on the requirement?

In the event the service unit needs to duplicate an issue with a chart, it is possible that patient record may come up. This is a reminder that we abide by privacy act to safeguard patient information

Government Furnished the solicitation says there is government furnished equipment, but doesn’t provide details on what is to be furnished - can you please elaborate on the requirement?

software installed on government computers

Supplies /Service (b) the solicitation is a firm-fixed price solicitation- is the government looking for a labor rate or an annual all-in price. Are parts supposed to be priced in as well?

Note: Unit price shall be an all-inclusive rate of all other fees including travel expenses, per diem, lodging all cities, state, federal, local taxes and miscellaneous cost associated with the above services.

Invoice Submission the solicitation says payments are to be made on an annual basis - is that accurate?

mistake- these charges will be invoiced monthly

Buy American Certificate the solicitation states the Buy American Act is applicable? Does this mean all parts must be Buy American compliant? Also, do we need to provide COO for all possible parts and replacements

Yes, we follow FAR 52.225-1 Buy American- Supplies

Contract Terms Can you please clarify the reporting needed of 52.204-14? What information would be needed

Per FAR 52.204-14 contractors are to report contract number, total cost amount, and labor hours on service contracts annually, information can be found at www.acquisition.gov
