About this file

This is Amendment No. 0001 to Request for Proposal (RFP) 75H70626R00012 issued by the Aberdeen Area Indian Health Service on April 9, 2026, with an effective date of April 13, 2026. The amendment provides responses to 72 vendor questions and confirms the solicitation due date remains unchanged at Friday, April 17, 2026, at 12:00 p.m. CDT. The RFP seeks IT support services for the Great Plains Area Office of Information Technology, including two separate full-time equivalent (FTE) positions: one Senior Collaboration Engineer for Cisco UC infrastructure support and one FTE equivalent for RPMS/IRIS/AIX platform support, plus project management services and a separate project to integrate the Billings area into the Great Plains Call Manager system. The contract runs from May 1, 2026, to April 30, 2027, with four one-year option periods extending through April 30, 2031. Support services include 99% system uptime requirements, helpdesk and break-fix support, testing, patching, and process improvements. Most work is remote via VPN with an estimated maximum of one on-site trip per year. Travel costs are reimbursable separately under Federal travel regulations and per diem rates. Past performance with Federal Government agencies is required, with preference for experience in MUMPS programming and VistA/RPMS systems.

The amendment clarifies that the solicitation was not released as a Buy Indian Act Indian Small Business set-aside because there were no qualified applicants in response to the sources sought process completed in March. All small businesses will be scored equally without preference. Pricing must be submitted on the SF 1449 form as instructed. Performance requirements, Service Level Agreements, and response time expectations (initial responses within one hour for critical incidents) are detailed in the Statement of Work. The contractor must support RPMS system availability unless there is a planned outage and ensure patient records are accurate and complete. Representations and certifications and the SF 1449 pricing document should be submitted with the proposal in PDF format. The incumbent contract number is 75H70621F80098, and Federal staff will provide training and transition support upon award. No Government-Furnished Equipment will be provided; contractor personnel will access systems via VPN with administrative privileges after completing background investigations. The evaluation will be compliance-based rather than requiring detailed technical methodology.

Question #26: Can the Government clarify the maturity of its Change Control and release management processes? Does a Configuration Change

Board (CCB) exist and do all releases follow a standard approach?

Answer #26: This is a national process, and yes.

Question #27: Can the Government provide workload indicators so that all bidders are solutioning and pricing to the same baseline?

Answer #27: Most of this is a helpdesk that is handled by Federal staff in collaboration with the vendor. Patches and releases are handled by the contractor in coordination with the sites during off-hours.

Question #28: Can the Government please provide information on Authority to Operate (ATO) status of supported systems to include the extent and impact of any waivers?

Answer #28: NA VistA/RPMS is a system used by VA and IHS.

Question #29: Can the Government please provide their overall lifecycle management approach to include any industry standards being used (e.g., ITIL) and any requirements management processes and tools?

Answer #29: This is NA to this bid; our national office manages CCB and releases, we simply install them and provide technical support.

Question #30: Can the Government please provide details on the maturity and type of user self-help capabilities?

Answer #30: We use Service Now and a Knowledge

Base for the end users.

Question #31: Can the Government please provide details on the maturity level of Knowledge Base

75H70626R00012 dashboards, and other situational awareness information is available to the bidder?

Answer #32: NA to this contract.

Question #33: Can the Government please provide details on the Configuration Management Database

(CMBD) to include maturity level and quality of content?

Answer #33: NA to this contract.

Question #34: Should offerors assume a standard level of effort (e.g., 2,080 hours annually) for each FTE?

Answer #34: The level of effort is approximately

2080 hours annually, but this varies based on tickets, patches, and deadlines. It is not a standard 40 hours a week.

Question #35: Is it acceptable for offerors to propose a blended staffing model (e.g., multiple part-time specialists contributing to the required level of effort) rather than a single dedicated individual?

Answer #35: A blended staffing model is acceptable. There is more than 1 work service required; the FTE equivalent for RPMS/IRIS/AIX is a separate task/line item of work on the contract from the Cisco UC engineer, essentially 2 separate FTEs or equivalent for 2 separate workstreams/projects are required. There is also a 3rd project, over and above the 2 FTE, for a small project to integrate Billings phones into our Call Manager, with start and stop upon project completion.

Question #36: Will a proposal be considered technically acceptable if it demonstrates the ability to meet all functional requirements using a blended or distributed staffing model within the defined FTE level of effort? Or does the

Government expect dedicated personnel for each identified specialty regardless of the FTE pricing structure?

Answer #36: Blended is fine, but the level of effort must be met and must not overlap. The government must clearly delineate lines of work that are billed separately for each of the 3 tasks required.

Question #37: I am not completely clear on

Question #39. Is the Government considering a small business set-aside for the resultant contract, or has any determination been made regarding whether this acquisition may be reserved for 8(a)participants or other socioeconomic categories under FAR Part 19?

Answer #39: All bidders are considered if they meet the qualifications and past performance.

Question #40. Will the Government consider past performance from vendors who have supported IT operations within HHS or other federal health agencies as demonstrating relevant experience for this requirement, even where the prior work was not specifically in an IHS environment?

Qustion #41. The notice references IT Support

Services as a commercial item purchase. Can the

Answer #45: *This is strictly for clinical systems i.e. electronic health records.

Question #46: Is there an incumbent contractor currently performing these services, and if so, will the Government provide a transition period or phase-in schedule to ensure continuity of IT support operations for the Great Plains Area OIT?

Answer #46: Yes, there is an incumbent; we have

Federal Staff to help with training/phase-in.

Question #47: Does the Government anticipate including options for low-code automation or process improvement tooling within the scope of

IT support, or is the requirement strictly limited to break-fix and helpdesk-style support functions?

Answer #47: Process Improvements will be explored and appreciated, but most of the need is testing, patching, helpdesk, and break/fix.

Question #48: Can the Government clarify the expected labor mix and level of effort across

Cisco UC engineering, RPMS/AIX/IRIS support, and project management functions?
