About this file

This is Amendment No. 1 to Solicitation 75H70626Q00233 issued by the Aberdeen Area Indian Health Service, Federal Building, Aberdeen, South Dakota on September 2, 2026. The amendment provides government responses to eleven questions received regarding the solicitation. All other terms and conditions of the original solicitation remain unchanged. The period of performance is September 18, 2026 to December 18, 2026. The contracting officer is William C. Kohl.

The amendment addresses questions and answers related to exercise equipment delivery and installation at the facility. Key responses include: Buy American statute applicability if the acquisition exceeds $15,000; street/ground level delivery capability; 68-foot tractor/trailer access available; delivery directly into the garage/installation location; cement flooring along the delivery path; and no elevators or hallway navigation required. The government clarified that existing equipment may need to be moved or removed depending on space availability, with potential use of government-owned equipment (Bobcat Toolcat and skid-steer) to assist with repositioning. Offerors proposing equal products must identify country of origin if the total quoted value exceeds $15,000 to permit government evaluation of Buy American requirements.

Except as provided herein, all terms and conditions of the document referenced in Item 9 A or 10A, as heretofore changed, remains unchanged and in full force and effect .

Question 1: Does the Buy American statute apply to this procurement?

Answer: The Buy American statute applies if the total value of the acquisition exceeds the $15,000 micro-purchase threshold. The Government is aware of the country of origin of the reference equipment identified in the solicitation. However, offerors proposing equal products are advised that, if the total quoted value exceeds $15,000, the quote shall identify the country of origin for each equal product offered. This information is required to permit the Government to determine and evaluate applicability of the Buy American requirements.

Question 2: Does the facility have a commercial loading dock, or will deliveries be unloaded at street/ground level?

Answer: Street/ground level.

Question 3: Can a 68-foot tractor/trailer access the delivery location?

Answer: Yes.

Question 4: What is the approximate distance from the unloading location to the facility entrance?

Answer: The delivery vehicle should be able to pull directly up to the garage doors; therefore, the unloading distance should be short.

Question 5: Are there any steps, stairs, or landings along the delivery path?

Answer: No.

Question 6: Does the delivery entrance have double doors, and what are the minimum doorway dimensions along the delivery route?

Answer: Delivery will be made directly into the I-POD location where the exercise equipment will be kept through the garage door.

Question 7: What is the minimum hallway width and approximate number of turns to the installation location?

Answer: N/A. There are no hallways along the delivery route; equipment will enter directly into the installation location.

Question 8: Is an elevator required? If so, what are its door and interior dimensions?

Answer: N/A.

Question 9: What is the lowest ceiling height along the delivery path?

Answer: Ceiling height should not be an issue. The garage area has a raised ceiling.

Question 10: What type of flooring is along the delivery path?

Answer: Cement.

Question 11: Will any existing equipment need to be removed?

Answer: To be determined. The primary intent is to add the new equipment to the existing equipment;

however, existing equipment may need to be moved or removed if there is insufficient space for all equipment. The facility has a Bobcat Toolcat and skid-steer that may be used by Government personnel to assist with moving existing Government equipment, if necessary.
