About this file
This is a solicitation for interpretation services issued by the Indian Health Service (IHS), Bemidji Area Office, for an Indefinite Delivery-Indefinite Quantity (IDIQ) contract. The solicitation number is 75H70526Q00009, with an offer due date of March 27, 2026, and a solicitation issue date of February 26, 2026. The contract is classified as a small business set-aside (100%) with a NAICS code of 541930 (Translation and Interpretation Services) and a size standard of 22.5 million dollars.
The contractor must provide comprehensive ADA-compliant interpretation services to support patient care and administrative functions across three service units in north-central Minnesota, including American Sign Language (ASL), Certified Deaf Interpreter (CDI) services, tactile and protactile interpretation for deaf-blind individuals, Communication Access Realtime Translation (CART), Video Remote Interpretation (VRI), emergency and after-hours services, and Ojibwe language interpretation. Services may be delivered remotely via the contractor's secure interpretation centers or through IHS-approved telehealth platforms at five healthcare facilities: White Earth Health Center, Cass Lake Hospital, Red Lake Hospital, Naytahwaush Clinic, and Pine Point Clinic. The base contract is for 12 months with four optional one-year extensions. The total maximum contract value is $100,000, with a minimum guarantee order of $5,000 provided the contractor can successfully perform. Pricing must be submitted as all-inclusive hourly rates for six service categories: scheduled services (24+ hours notice) for audio and video modalities, same-day/urgent requests for audio and video, and after-hours/holiday services for audio and video. Invoicing must be submitted electronically through the Invoice Processing Platform (IPP) within 15 days of service receipt, with required supporting documentation including timesheets and deliverables lists. The contractor must maintain interpreter certifications (RID, BEI, NIC, NAD, or equivalent), possess HIPAA training documentation, demonstrate medical interpretation competency, and provide proof of background checks and fingerprinting. Evaluation will be based 60% on past performance (including relevant interpretation service contracts and three professional references) and 40% on price, with past performance weighted more heavily than price.

(a) As prescribed in HHSAR 339.203-70(a), the Contracting Officer shall insert the following provision:
Electronic and Information Technology Accessibility Notice (December 18, 2015)
(a) Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d), as amended by the Workforce Investment Act of 1998 and the Architectural and Transportation Barriers Compliance Board Electronic and Information (EIT) Accessibility Standards (36 CFR part 1194), require that when Federal agencies develop, procure, maintain, or use electronic and information technology, Federal employees with disabilities have access to and use of information and data that is comparable to the access and use by Federal employees who are not individuals with disabilities, unless an undue burden would be imposed on the agency. Section 508 also requires that individuals with disabilities, who are members of the public seeking information or services from a Federal agency, have access to and use of information and data that is comparable to that provided to the public who are not individuals with disabilities, unless an undue burden would be imposed on the agency.

(c) The Section 508 accessibility standards applicable to this solicitation are stated in the clause at 352.239-74, Electronic and Information Technology Accessibility.
In order to facilitate the Government’s determination whether proposed EIT supplies meet applicable Section 508 accessibility standards, offerors must submit an HHS Section 508 Product Assessment Template, in accordance with its completion instructions. The purpose of the template is to assist HHS acquisition and program officials in determining whether proposed EIT supplies conform to applicable Section 508 accessibility standards. The template allows offerors or developers to self-evaluate their supplies and document—in detail—whether they conform to a specific Section 508 accessibility standard, and any underway remediation efforts addressing conformance issues. Instructions for preparing the HHS Section 508 Evaluation Template are available under Section 508 policy on the HHS website http://www.hhs.gov/web/508.
In order to facilitate the Government’s determination whether proposed EIT services meet
