75H70523Q00001 / Amendment one (1)

1. Can you please let me know the current or most recent incumbent and the contract number providing this or similar services?

A. This is a new requirement, no incumbent.

2. In reference to B.6 Schedule of Price/Costs, I was hoping you could clarify the “yearly estimated quantity” of Outpatient coding 22,000/each. Is this considered a chart, encounter, or individual code?

A. Outpatient coding includes Emergency Department and Behavioral Health encounters

3. In reference to B.6 Schedule of Price/Costs, I was hoping you could clarify the “yearly estimated quantity” of Inpatient Admission Coding 240/each. Is this considered a chart, encounter or individual code?

A. Inpatient coding estimate is 240 admissions annually—max volume is 100 inpatient days per month.

4. If an alterative is included, should be a separate RFP or duly noted in the proposal as alternative?

A. Alternate proposals can be submitted for consideration, as long as they follow the scope of work, however, the task orders will be “Fixed-price” only. Question was not specific.

5. Per review of scope of work, we do not see any quantities mentioned for: These medical coding services will support revenue cycle management

Activities. Is this work time billable?

A. This would be in contracting quality assurance meetings and vendor progress reports.

6. Are these documents required to be submitted with the RFP:

a. BUSINESS ASSOCIATES AGREEMENT (DRAFT)

b. D.6 IHS SECURITY AGREEMENT (SAS)

A. Acknowlegement and acceptance of these agreements are required as they will be incorporated into the contract. Upon award, the BAA will be filled in and submitted with the contract, the IHS IT Security Team will reach out to the winning proposer and initiate the Security Agreement.

7. What is included in the outpatient coding? i.e. Labs, Imaging, ED, Urgent, Clinics, ??? any others??

A. Emergency Department (E&M, lab, imaging, immunizations, medications, treatments, etc) and Behavioral Health encounters (E&M, psychotherapy codes, telehealth codes)

8. The RFP states “The Contractor will provide qualified personnel to perform off‐site coding and coding queue services for the Red Lake Hospital as assigned”. Does Red Lake Hospital have any historical data that would provide an estimate (or range) of expected work volume for Contractor based on overall coding/audit/training volumes highlighted in the Schedule of Price/Costs section of RFP (Section B.6) ?

A. These estimates are based upon pre-pandemic volumes and full staffing patterns.

Coding (estimates):

Inpatient Days: 100 days per month – (average length of stay 3 days);

o **Estimate 2-3 swing-bed admissions per month

Emergency Department: 2,400 visits per month Behavioral Health: 200 psych/prescribing; 200 psychotherapy visits per month Provider Coding Reviews (Audit):

10 providers per quarter—40 reviews total Training:

75H70523Q00001 / Amendment one (1) Local Coding Staff: quarterly sessions—2 hours each Providers: annual 2 hour training (repeated 3 times over 2 days)--based upon requested topics or trends from quality reviews

9. Section B.6 of the RFP details order values and I would like to understand the highlighted below. Per my understanding, the maximum value of a task order would not exceed 750,000. Is that correct? Or should I interpret this as “maximum value of the contract for base+option years is not to exceed 750,000? Please clarify.

A. The maximum of $750,000 is not the individual order maximum… it would be for the combined total of all orders for the life of the contract of 5 years.

10. What is the EMR and do they have an Encoder Resource Patient Management System Electronic Health

Record

A. No Encoder

11. Ave. LOS for IP

A. 4 days

12. Do they code the Pro-fee and Facility Component of the ED

A. No

13. How many providers will be audited to do Documentation Audits?

A. 22

14. If we can bid on the consulting/audit only or if this RFP requires both scopes.

A. Both scopes, RFP must be bid on in it’s entirety.

15. For the audits, ask if they are firm in the type of unit. As you know we typically bill by the encounter not hourly.

A. This is a healthcare entity

16. What are the Background Check Requirements and IHS policies referenced is there an attachment that can be shared?

A. This information is in the RFP Text. Please refer to the RFP.

17. If we are awarded the contract does that mean we could provide services to other Indian Health Practices?

A. No
