1. Are the mammograms screening or diagnostic? If both, what is the quantity breakdown of each type?

BOTH—of the top of my head I’d say no more than 5-10% diagnostic.

2. Are there any breast US needed?

YES

3. Para B.5.5.c. limits the number of radiologists to 4 per site. This restriction does not allow offerors to optimize their support of the contract through the use of their entire staff to support reads and will potentially limit the number of offerors. ---Is IHS willing to allow more than 4 radiologists per site? I’m willing to support more than 4.

4. Paras 5.P., 7.g, and 7.h require contractor travel to the sites, but there are no specific CLINs associated with travel or management costs. --- Is the IHS intention that this be built into the costs of the reads, or is there opportunity to add the travel as Cost CLINS? This would be a separate cost by the contractor to be built into your costs.

5. Para B.6.a. and B.6.t. appear to contradict each other, B.6.a requires a valid tele-radiology license in Minnesota, while B.6.t does not have the requirement for licensing in

Minnesota. On other federal contracts we support credentialling at any one federal site allows us to practice at all federal sites. – Is the more stringent Minnesota licensing requirement intended to be the standard for this contract?

Minnesota Board of Medical Practice A telemedicine license is required. It is more restricted and costs less. Any physician wishing to practice telemedicine in the state of Minnesota must either be licensed by the state or register with the medical board. The list of acceptable activities is extensive. There are exceptions for emergency consultations and irregular consultations, the latter being defined as once a month or fewer than ten patients. There is also an exception for consultation when a Minnesota physician maintains final control over the diagnosis and treatment of the patient. The law also allows for appropriate use of telemedicine in the home.

6. Para B.5.5.f, g, h and m have requirements for STAT exams. The contract does not list estimated quantities of STAT exams which will drive both the pricing and technical approach to support IHS. --- Can IHS provide estimated quantities of percentage of STAT exams. Approximately 20% for Red Lake---5-10% for CL and WE

7. What is the anticipated start date for this RFP? 10/1/2021

8. Company XYZ, is already registered with SAM.gov. Does this need to be completed on that site or do we simply use your format from the documents to complete and submit our bid? 9. Company XYZ is a solely woman owned business. Do we need to have a notarized statement that effect? This needs to be part of Representations and Certifications in your

SAM’s registration. A notarized statement is not necessary.

10. Do we submit this directly to you (via email) on by or before the due date of June 24, 2021 at

2:30PM? The Date will be extended to provide time for the adjustments to your proposals due to this Q&A amendment. Please review the Amendment cover sheet (SF30) and sign and submit ALL Amendments with your proposals.
