About this file
This document is a Questions and Answers (Q+A) file for Request for Quotations (RFQ) No. 75H70425Q00036 issued by the Indian Health Service (IHS) for Community Health Representative E-Learning Training Services. The solicitation is an Indian Small Business Economic Enterprise (ISBEE) set-aside under NAICS code 611430, with a small business size standard of $15M. The contract will be a Firm Fixed Price Purchase Order with a 365-day base period and three optional 365-day periods, focused on providing non-personal professional training services for IHS's Office of Clinical and Preventive Services.
Key details from the Q+A include clarifications on eligibility (non-Indian small businesses cannot be prime contractors), technical evaluation (Lowest Price Technically Acceptable methodology), and technical requirements. The training platform will collect PII for registration and tracking, and while FedRAMP certification is not mandatory, adherence to standard secure hosting practices is required. References from tribal organizations, state agencies, and healthcare systems will be considered equivalent to federal contract references. The contractor will need to execute a Business Associate Agreement, and the training will initially be hosted on the contractor's Learning Management System with plans for future migration to a government-hosted platform.

| Amendment 0001 | |||
| Requirement Title: Community Health Representative E-Learning Training Services | |||
| Question # | Question | Answer | Responsible Party |
| 1 | We understand this is an ISBEE set-aside. Can you confirm whether non-Indian Small Businesses who are the incumbent but not ISBEE-designated are eligible to submit a quote as prime or in a subcontractor/mentor-protégé role? | A Non-Indian Small Business would not be eligible to submit as a Prime. Teaming/partnerships, etc., is acceptable. However, please keep in mind the requirement that 51% of work be completed by the Prime. Any teaming/partnerships/Prime+Sub relationships, etc., should be clearly outlined in solicitation responses. | Program Office |
| 2 | Can the Past Performance Survey (Attachment 1) be submitted directly by references, or does it need to be packaged with the proposal? | Either format of transmittal is acceptable. | Program Office |
| 3 | Will the selected contractor be expected to sign a Business Associate Agreement (BAA) and Confidentiality Agreement? | The awardee will need to execute a BAA that covers the specific award. | Program Office |
| 4 | Will the government accept hosting on the contractor's LMS, or does the Government intend to migrate the training to a government-hosted platform in the future? | The government will host on the contractor's LMS with plans to migrate all training to a government-hosted platform in the future. | Program Office |
| 5 | Would references from Tribal organizations, state agencies, or healthcare systems be weighted similarly to federal contracts? | Correct. | Program Office |
| 6 | Can you clarify how technical factors and past performance will be scored? Specifically, will a “Capable” technical rating and “Acceptable” past performance rating result in equal technical standing across bidders (with price as the tiebreaker)? | Please refer to the Source Selection Plan. Award will be made to the Lowest Price Technically Acceptable respondent. | Program Office |
| 7 | Can you please clarify whether the training system will collect or process any Protected Health Information (PHI) or Personally Identifiable Information (PII)? | PHI will not be collected, PII will be collected such as names, place of employment, contact information (phone number, email address. Etc) This information is for IHS regiration and enrollment for tracking continious education units. | Contracting |
| 8 | Can you please clarify whether FedRAMP certification and/or HIPAA compliance is a mandatory requirement, or if adherence to standard secure hosting practices (e.g., HTTPS, access controls, backups, MFA) is acceptable for this scope? | Adherence to standard secure hosting practices are required baseline expectations- HIPPA Compliance is required if PHI is handled however with this contract we do not forsee the usage of PHI. For a CHR training platform focused only on outreach, care coordination, and public health modules (without PHI), FedRAMP compliance is typically adequate. The expectation is that all modules and training information are mock or de-identified cases, allowing to train effectively without raising federal data security requirements. If there’s any chance the platform will involve PHI/PII or integrate with IHS systems, FedRAMP authorization is needed to meet federal requirements and safeguard patient data. | Contracting |
