Question in Response to RFQ 75H70424Q00034 Non-emergency Medical Transportation
Program for Shinnecock
1. Budget and Pricing: Is there an estimated budget range for this contract?
The Budget range for this requirement will not be released at this time.
2. Are there any specific requirements for vehicle types or equipment that need to be used wheelchair rides etc.?
There must be a designated vehicle or vehicles able to transport patients with various disabilities – wheelchairs at a minimum. Most patients being transported do not have disabilities and will therefore only require a standard passenger vehicle.
3. Compliance Requirements: Are there any specific regulatory or compliance requirements we need to be aware of?
New York State Department of Motor Vehicles; Americans with Disabilities Act; etc. All others outlined in solicitation.
4. Can you give me a rough estimate of how many trips will be provided per day and how many vehicles will be required per day along with estimated miles per day?
Rough daily estimates are:
Wheelchair daily orders per day: 2 round trips
Non-wheelchair daily orders per day: 6 round trips
Average miles per day: 345 miles total
Estimated 3 to 4 vehicles per day; low is 1, high is 5.
5. Approximately how many clients will need to be transported on a daily basis?
Average is 7-8 people per day. Low is 3, high is 12.
6. Will any of the clients need to be transported via wheelchair or gurney? If yes for gurney will they need BLS vehicles (Basic life support) or ALS vehicles (Actual life support)?
This is for non-emergency medical transport; wheelchair-yes; gurney-no; life support-no.
7. Per the Scope of work under section G lines 3 and 4 read as follows:
Drop-off vehicle and wait until the vehicle maintenance is complete then pick-up vehicle and transport to Shinnecock Service Unit Clinical Center at 9181 Interline Ave., Southampton, NY. 70809. Complete motor vehicle operator’s trip ticket (SOW Attachment E), drop-off vehicle keys and Government vehicle, at the conclusion of trip. Does this mean if awarded the contract the transportation vehicles will be provided and the subcontracts will have to arrive at the above mentioned location to pick up the vehicles and then drop them off at the same location upon their shift ending? Please advise.
Amendment 001
Vehicles and vehicle storage (overnight/off-duty, etc) are the responsibility of the contractor, as well as vehicle ownership, licensing, maintenance, etc . Government provided vehicles are not applicable for this contract. Updates will be made to the necessary documents to reflect this administrative error.
8. Per the Scope of work under section III. Period of Performance / Place of Performance it reads. "Transportation services are required Monday through Friday between 7:00 AM and 7:00 PM but some pickups may exceed these hours. Saturday transport may be requested on occasion with sufficient advanced scheduling." My question is will any of the members be dialysis clients? If so, do any of the clients have 1st shift chair times which start at 5:00 AM?
We do want to transport dialysis patients. The earliest pick up time is at 7:00am.
Saturday pickups are very rare (once every 2 months) and the pickup arrangements for these Saturday service requests are scheduled at least 1 day in advance.
9. Can you confirm that this is a small business set aside?
Yes.
10. Can IHS consider vendors without a small business designation?
Only if there are no small qualified businesses found from this solicitation.
11. Can IHS consider vendors who submit alternative pricing proposals?
Price quote submittals must comply with the solicitation instructions in order to be accepted.
Alternate price proposals can be submitted but will not be evaluated when making award selection.
12. Are you able to share the incumbent of the program?
The incumbent for this requirement is:
K & M HUBBARD ENTERPRISE LLC
