14. DESCRIPTION OF AMENDMENT/MODIFICATION (Organized by UCF section headings, including solicitation/contract subject matter where feasible.)

RFQ Amendment-00001 is hereby issued to answer vendor questions in response to RFQ 75H70424Q00009. Also, the RFQ due date is extended until December 21, 2023 at 9AM EST.

Question #1: Would you please provide the record layout format that the IHS is currently receiving for loading the CPT codes into the RPMS/EHR system? - In the Statement of Work (SOW), section 3 “Description/Scope of Work, there is a statement “The preference format of the CPT electronic file is the format that comes from the AMA.” Unfortunately, there is no single format the AMA uses for their data.

Answer #1: IHS will accept any format that contains the AMA CPT codes/descriptions with RVUs and modifier data.

Continuation of Questions & Answers

Question #2: Would IHS entertain receiving the CPT Code/Description file in a record layout format different from the one it receives today?

Subject to your response to Question #1, Context 4 Healthcare has a standard file format used to deliver CPT codes/descriptions to all customers. However, Context would be happy to create a record layout format that matches what HIS receives today for input into the RPMS/EHR system.

Answer #2: IHS will accept a CPT Code/Description file in a different record layout format.

Question #3: Would you please review your submitted User Proxy Model Calculator – Hospital Setting for accuracy? It appears to be incorrect.

According to AMA instructions on using the User Proxy Model Calculator – Hospital Setting, in Step 2 each of the Product Categories are added together to arrive at the Total User Count in Step 3. Per the form you submitted, the Total Users in Step 3 should be 14,938 (2,134+6,402+6,402) instead of 6,402. Would you please check this for accuracy and submit a corrected User Proxy Model Calculator – Hospital Setting?

Answer #3: Corrected User Proxy Model Calculator – Hospital Setting is attached.

Question #4: May the Quote be subject to change due to the AMA User Royalties for the advanced years of the Period of Performance due to the fact that the AMA has not declared a royalty amount beyond the year 2026?

According to SOW Section 7, the Period of Performance my be extended an additional four years, to a period that ends 12/31/2028. Also, SOW Section 8 states that this Contract Type will be a “Firm-Fixed-Price order”. It’s not possible to provide a fixed price to include AMA Royalties beyond 2026.g. Question: How many responses do you anticipate annually?

Answer #4: Added language to CLIN structure document for option years. “Price per user for future option years is subject to any unanticipated third-party royalty adjustments”.

Any changes in decreasing or increasing the published changes in third-party royalties will have to be notify to the Contracting Officer prior to option year being exercise.
