Solicitation Page #
Section Title &

Question Response

12
C.2.9 – Implementation Project Plan

Confirm we don’t need to submit sample project plan with proposal, rather as stated "The initial baseline Project Plan shall be submitted within 30 days of contract award" Confirmed. Required specifically as stated on page 12 of RFP. However, it is up to the offeror to decide how to supplement their proposal within the 50 page limitation.

12
C.3 – Performance Requirements

Confirm if detailed response is required for this section, as it’s not outlined in L2. CONTENT OF THE TECHNICAL PROPOSAL. However, phrasing of some subsections sound like they need a response.

This section is explaining what is required for contract performance, not for proposal response. Again, it is up to the offeror to decide how to supplement their proposal within the 50 page limitation.

12
C.3.1 System implementation –

Polycom and Cisco compatible Does this require response?

This section is explaining what is required for contract performance, not for proposal response.

15
C.4. – Special requirements

and C.4.1 Reporting plan Confirm if detailed response is required for this section, as it’s not outlined in L2. CONTENT OF THE TECHNICAL PROPOSAL. However, phrasing of some subsections sound like they need a response. Is the reporting plan something we need to submit? It says "The Contractor shall follow the reporting plan submitted as part of the proposal" but this is the only reference to a reporting plan.

A detailed response is required for section C.4.1. The IHS will modify the RFP language in Section 3.4.1 as follows: Replace the phrase “reporting plan submitted as part of the proposal” with “Deliverables Schedule identified in RFP Section F.3.”

The Offeror shall ensure its proposed solution meets the reporting requirements of this section. Specifically, “The Contractor shall describe the types of reporting information it can make available” concerning Telehealth calls. Additionally, Offeror’s that we invite to provide Oral presentations are required to demonstrate the reporting capabilities under Requirement 4: “the Offeror shall demonstrate trending capability using a separate patient.”

18
F.3 - Deliverables calendar

Does this need to be updated in a response?

No, this deliverable table is explaining what is required for contract performance.

NA
Is this RFP related to physician telehealth services only or can it apply to Nurse Triage Services with Physician escalation as appropriate?
Section C.2.1 Table 1 #20 and #23 of the RFP state, “A queuing waiting room feature for moderators to admit users to a meeting;” and “Ability to return the patient to the waiting room e.g. in the case of a patient needing to see multiple clinicians individually as a part of one appointment (e.g. pre-op).”

The term “moderators” may include IHS Nurse Triage Services with IHS Physician escalation in addition to physician-only telehealth services.

Note: The IHS provides its own medical professionals and is not looking for nursing or physician staffing services for telehealth. The purpose of the acquisition is to procure a video conferencing tool to aid our clinical staff in conducting telehealth visits.
