Does the government have development and integration statement of works for base year and option periods which may impact a CVT solution?

Not at this time.

6
C.2.1 Business and Clinical Requirements

Can we include multiple CVT applications in our proposed CVT solution?

Yes

C.2.1 Business and Clinical Requirements 1:

The RFP states that the services will support 2000 health care providers within 12 IHS geographical regionals with a link included to those regions. The link includes hospitals, health centers, dental clinics and behavioral health. Will the solution be for all these sorts of organizations? What is the total quantity of physical locations where care will take place?

Yes, and there are approximately 170 locations where care will take place.

C.3.4 The resolution time frame of 20 minutes - does that apply to calls related to:

· End user device troubleshooting (Cellphones, tablets, Computers, etc?)

End user network troubleshooting (Check for connectivity issues of end user, assist with resolution?)

Yes

C.3.4 If end user has aged/misconfigured device and/or poor network connectivity, does this count as an exception to the 20 minute resolution?

Yes

C.3.4 How does the 20 minute recovery windows account for the speed of execution of the end user to assist with troubleshooting?

IHS will examine these instances on a case-by-case basis. In general, issues outside of the Contractor’s control will be excused from the 20 minute resolution time requirement.

NA
Does IHS expect the provider to remotely connect to or manage end user devices?

· Provider assumes that end user troubleshooting will happen via phone session and walking the end user through configuration changes, restarts, re-installations etc.

· Provider assumes that the time to complete these activities is dependent upon the knowledge of each individual end user and how quickly they can respond to instruction from provider.

No. These assumptions are accurate.

C.2.1 – 6

The RFP lists all technologies within the last 5 years, including windows 7 and newer. Can this list be refined at all?

No

C.3.4

What is the expected volume of support calls for the Helpdesk?

Unknown

C.2.1 – 3

Are these modalities currently being supported today? If so, are you able to provide some insight as to how this is currently being done at IHS?

The IHS currently uses video conferencing for Patient-to-Provider and Provider-to-Provider modalities. The current solutions support end user devices/modalities, computers, mobile devices, and tablets that are 5 years old or newer.

The IHS has several types of codecs and roomkits in use for telehealth today. For example, telebehavioral health primarily uses the Cisco DX80 series codecs. Many IHS providers prefer using hardware codec solutions instead of a web browser on a computer. The IHS requires the use of hardware codecs to conduct some telehealth sessions.

Many IHS clinicians use Cisco Room Kits to conduct telehealth sessions without a computer connected to the unit. These Room Kits are configured to use a Cisco Bridge. One scenario is to allow direct calls from a physician using a Room Kit to a telehealth session with a patient who uses the WebRTC client.

Factor 4

Would IHS be willing to pursue this project with a solution that is in pursuit of FedRAMP ATO?

The offeror shall provide evidence in its proposal that the proposed solution is FedRAMP certified or meets the requirements to become FedRAMP certified within 60 days of the contract period of performance start date. A failure on any single Pass/Fail criteria will make the proposal ineligible for award, with no further evaluation of the Technical and Price proposal to be completed by the Government.

C.2.1 – 3

What are all of the medical peripherals being supported?

The IHS does not have an inventory of all peripherals used for telehealth. RFP Section C.2.1, Table 1, Item 3 specifies the CVT system and modalities shall support, “Otoscope, Ophthalmoscope, Stethoscope, Laryngoscope, Glidescope, microphones, and cameras.”

C.2.1 – 3

How do these medical peripherals integrate with the Telehealth endpoint?

Data Unavailable.

NA
Is IHS willing to provide a week extension to this response date?
The government will not grant further extensions to the response deadline.
