RFI Responses No. Question Response A00001 dated 7/17/26 1 Can the government provide a geotechnical report, or soil boring report, the for area that is to be excavated?
Will be helpful to know what we are digging into to reduce unknowns and bid with proper equipment.
IHS does not have a geotechnical survey.
2 Can the government provide detail drawings for pipe bedding, backfill requirements around treatment system, and structures? Special fill is referenced, but specifications are unknown.
For standard pipes and manholes the detailed drawings have been attached from the IHS standard blocks. For the wastewater treatment system, the detailed drawings for this will come from the vendor.
3 The access road appears to be coming through a residential area. Are there any special provisions needed to accommodate them (dust/noise/etc) or established hours for work traffic?
The access road will begin at a cul-de-sac, and public access to the road where the contractor will be working is not anticipated to be necessary. However, dust abatement measures will be required during the work.
5 Will the current livestock storage area near the property be occupied during the project (safety and security reasons)?
The livestock storage area will remain occupied during the project. IHS can reach out to the land owner and see if there is another place the animals can be kept during the project duration.
6 Will the chosen contractor need to bond any roads that could be impacted by the project. Are road closures, or lane reductions anticipated?
No bonding for roads will be required. We do not anticipate any road closures or lane reductions.
7 The project drawings specified PVC pipe for this project.
Would HDPE be an acceptable alternative?
HDPE pipe is an acceptable alternative but please note all alternatives will be addressed post award in the submittals.
8 As referenced in the RFP, we are unable to find the technical provisions. Supplemental Technical provisions are incorporated, but we cannot find Standard Technical Provisions in the RFP, or separate
See attachment J01c included in Amendment 1.
attachment of technical specifications. Screenshot below.
9 Are there any domestic requirements as BABA, AIS, or domestic preferences?
Refer to the solicitation clauses regarding Buy American requirements.
10 Sheet 5 has 305lf of 8” PVC and manholes A2 and A3. In which bid item # does this belong?
Manholes A2 and A3 are existing. Manhole A2A will be installed as part of the scope of the project and is associated with line item 8.
11 Sheets 11&12 have details for a diversion manhole with sluice gates. Which bid item does this belong and where on the plans are these located?
This belongs to bid item 8 and is the proposed manhole A2A. See sheets 5 and 6 of the plans.
12 Do you have any fence details, and there is no posted height for the fence on the plans?
See attachment J01c included in Amendment 1.
A00002 dated 7/29/26 13 Bid Item #2 Calls for 2 (two)- 35,000 Gallon Fiberglass
Reinforced Primary Tank - The statement of work states there are 2 (two) 25,000 gallon settlement tanks.
Removed from bid schedule. See revised price schedule in Section B.
14 Bid Item #3 Calls for 2- (two) 25,000 Gallon Fiberglass Reinforced Primary and Recirculation/Dosing Tank, please clarify
Correct item is two 25,000-gallon tank
15 Bid Item #4 calls for 8 (eight) Waste Water Treatment Units. The plans show 3 units. Please clarify
3 units. See revised price schedule in Section B.
16 Bid Item #16 - Please provide specifications for the Old Lagoon conversion. what size gravel?, how much gravel?
Does the sludge need to be removed from the lagoon?
Does the lagoon need a liner to be a percolation pond and hold up the gravel? Does the bottom of the lagoon need to be compacted to hold the gravel from sinking?
Do both cells of the lagoon require gravel? Does the outline of the lagoons need to be made square much like a standard lagoon?
This item will be removed from project. See revised price schedule in Section B.
17 In our experience, line extension fees are normally by the Owner as they will receive a metered service from PNM and an account. The fees then become part of the total construction budget for the Owner. Is the contractor to include line extension fees in their proposal? The cost of the line extension may be difficult to obtain from PNM in a timely manner.
Line extension fees by owner. Line extension fees should not be included in proposal.
18 The Access Road lacks specification and profile. Will the following specification suffice:?
 Subgrade Preparation & Compaction
• Subgrade Excavation: Proof-roll the exposed native soil subgrade using a heavy vibratory roller to identify soft spots or unstable soils.
• Moisture Conditioning: Scarify the top 6 inches of subgrade, moisture-condition to within ±2% of optimum moisture content, and compact to a minimum of 95% Maximum Dry Density (MDD) per ASTM D1557 (Modified Proctor).
Yes. Access road needs to be built to support a loaded septic pump truck.
• Geotextile Separation: Lay a high-survivability geotextile stabilization fabric (such as Mirafi 140N or equivalent) directly over the prepared subgrade to prevent the migration of native silts into the gravel base. [1]
 Aggregates & Surfacing Materials
• Base Course Layer: Install a minimum 6-inch compacted thickness of Crushed Aggregate Base Course (CABC) conforming to New Mexico Department of Transportation (NMDOT) Class I or Class II specifications.
• Surface Aggregate Layer: Top with a 2-to-3-inch compacted layer of open-graded gravel or driving aggregate to provide a weather-resistant, non-slip surface for maintenance vehicles.
• Final Compaction: Compact the aggregate layers to a minimum of 95% MDD to withstand regular high-wheel loading from utility trucks.
 Drainage & Civil Profile
• Cross Slope: Maintain a 2% crown or uniform cross-slope shedding away from the parallel utility lines to avoid water ponding on the driving surface.
• Utility Parallelism: The roadbed runs directly parallel to the underlying civil utility layout, which features 65 linear feet of 8-inch PVC sewer pipe and 80 linear feet of 2-inch sewer force main.
Heavy equipment routing must preserve the integrity of these deep buried assets.
• Erosion Control: Implement roadside drainage swales lined with rock rip-rap where grades https://urldefense.us/v3/__https:/www.santafecountynm.gov/userfiles/AAEngRpt10b.pdf__;!!Og_tST9LxTiQE1I!oaatcpH3WN___NXld7G9ZsjLOvNAxsjF8-Ost53f7HnFfylwfotT8AB9ps7Q7qYb464Q4MqDQhjgWq6_uSFgO0esTlJhBvf8mwDA2w$ exceed 5% to prevent monsoon runoff from undercutting the gravel shoulders. [1, 2]
19 Drawing 9 of 12 shows an 8 x 10 shed. There are no specifications for this shed. Does the Owner want a metal or wood constructed shed with a metal roof. Does the shed need a floor? Please advise.
A prefab 8x10 shed, metal. 12x14 reinforced, 6”-thick concrete pad required. Rebar to be #3, 18” O.C.
Compacted 6” road base (3/4” crusher fines) to be installed under concrete pad, compacted to 95% standard proctor density.
20 We are assuming that the interconnecting piping between the waste processing units is a pumped waste.
There is no technical specification calling out the required pipe type. Our experience is that the interconnecting piping between the filtration units will be PVC Schedule 80 with solvent weld fittings and flanges. Also, we are assuming service valves at each POC. Please advise.
This is correct.
21 We are assuming that water and land for the construction of the WWT at Lagoon #4 will be provided at no charge. Is this assumption correct? Also please clarify that a backflow and meter must be provided by the contractor for this project.
Lagoon rehab to be removed from project.
Contractor to provide backflow and meter.
22 What size gate will the Owner require in the chain link fence?
14’ to match access road. Install double-leaf swing gate (two 7’ leaves)
23 Is reclamation seeding required? No 24 Since there is no geotechnical report for this site, can all bidders assume compaction can be obtained with native soils and there is no overabundance of subsurface rock/boulders that could inhibit digging?
Correct
25 Please confirm the local TERO percentages No TERO in Nambe 26 Can all spoils be used to balance site, and if spoils from existing lagoons are needed to be trucked offsite, how Spoils can be used if compaction can be attained.
Proctor test required.

Is there a preferred disposal site the tribe/government wishes to use?
If there are extra spoils after site balancing, they can be deposited on/near project site.
27 Please confirm the need, size, area for the access roads to access the existing lagoons
Access road to existing lagoon no longer needed since lagoon will not be rehabbed in this contract.
28 What is the design for the gravel in the existing lagoons?
IS there a plan in case the lagoons are too soft and will just "swallow" the gravel once placed?
No longer part of project.
29 Please confirm location of power source for site, or will we be required to run generators as power lines are underground.
Generators will be required.
30 Can you create a separate line item for dust control See revised price schedule in Section B.
31 There are no bid items for borrow or import. Is all earthwork to be provided from within the project site as a balanced fill or is any import material expected and borrow site to be determined? Please confirm.
Quantities should be close to balanced from sitework.
However Nambe Pueblo does have a borrow pit. It is located past the buffalo range near the water tank
32 It is our understanding at pre-bid meeting that all clear and grubbing material can remain on site. Please confirm.
Correct
33 It was also discussed all staging areas can be done on project site. Please confirm.
Correct.
34 Announcement states 10’ x10’ pad in scope of work, but plans show only a concrete pad for yard hydrant is 3’ x3’.
Is this the same pad? Please confirm.
It is a 10x10 gravel pad with a 3x3 concrete pad around the hydrant. Standard detail shows the gravel as 5x10, but this is incorrect. 10x10 gravel is correct.
35 Bid item 13 - Gravel pad, is 10’ x10’ on plans. Is there any other gravel cover to be included to the project site or access road?
Access road to have gravel cover as referenced in question #18
36 The existing MH-A3 to be converted to a Diversion MH is showing two existing 8” PVC sewer lines coming into existing MH-A3. Also adding 33’ of 8” PVC connected from same MH to the new proposed tanks. This isn’t
Correct. Core for new 8” line to proposed tanks, and install new MH-A2A at elevation shown on existing line clear or consistent with detail on sheet II detail for a new Diversion MH. Is diversion MH to be cored for new 8” PVC discharge to new tanks and existing sewer line continuing to new MH-A2A to remain? Please clarify.
37 Plans show 33’ and 26’ for total of 59’ sewer line. Bid quantity is for 65’? Is there more footage not shown?
Please confirm.
59’ is correct, but 65’ was put on the bid sheet to account for any extra sewer line needed.
38 Plans show 210’ of 1” water service and bid quantity is 150 LF. Please confirm.
210 is correct.
39 On sheet 12, the Yard hydrant detail shows a 3’ x 3’ concrete pad with 10’ x10’ gravel pad around it. The project Bid Announcement states 10’ x10’ concrete pad.
Please confirm.
The detail drawing is correct. 10’x10’ gravel pad with a 3’x3’ concrete pad for the yard hydrant.
40 Is this the same gravel cover on Bid item #13 shown on the yard hydrant detail which includes a10’ x 10’ gravel surround? Are there any other gravel areas expected on the project site or access road?
The gravel is the same throughout.
41 Grading contours on plan do not have a final grade elevation for site or grading for access road. Please confirm Finish grade elevations for site.
Elevations labels added. See revised drawings.
42 Will final grade elevations require any manhole rim elevations to change or modified to accommodate the final grade change? Currently all existing and new MH are at all varying rim elevations. MH-A3 has two different rim elevations on sheet 6. Please confirm.
Correct MH-A3 rim elevation = 6107.50. Drawing corrected.
43 Will the wastewater treatment system be set on top of final grade, and no pad work or grading around I to be required? Please confirm.
Correct. For example, see Orenco AX-MAX brochure:
https://odl.orenco.com/documents/AdvanTexAX- Max_Brochure_Orenco_NBR-ATX-AXM-1.pdf
44 There is no detail or site confirmation of the access road (or option) shown on plans. Will there be any further details (length, grading, width, soil compaction, etc. or
Include with earthwork bid item #14. Access road needs to be built to support a loaded septic pump truck and follow general layout on plans from cul de sac.
https://odl.orenco.com/documents/AdvanTexAX-Max_Brochure_Orenco_NBR-ATX-AXM-1.pdf https://odl.orenco.com/documents/AdvanTexAX-Max_Brochure_Orenco_NBR-ATX-AXM-1.pdf other requirements? Is this work to be included with earthwork bid item #15 or an added bid item? Please clarify.
45 Details on sheets 11 and 12 include both a fiberglass slide gate and aluminum sluice gate detail. Which is to be used in this project? Also are gates and associated rework, i.e. the manhole modifications, sloped benches toward channels, etc. to be completed and to be included in which bid item or scope of work? Please clarify.
Use sluice gate.
46 Bid item #6 includes 80 feet of2” PVC sewer force main.
Do not see this on plan, where is this located or to be installed?
Sheet 9 – 2” FM from secondary tank to treatment pods.
80’ is approximate distance from tank to treatment pods.
Please provide clarification on bid tabulation sheet (Line 2,3,4) as the quantities specified don't match the number of units to be installed.
- OR please describe what goes on what line item.
See revised price schedule in Section B.
48 Can you please give more specifics of the AX-Max Treatment system, Flow Rates, and the sizes/setup that is being asked of the contractors.
Must be able to treat up to 20,000 GPD. The AX-MAX is the preferred system since the tribe already has these systems elsewhere, but contractor must submit for approval.
49 Please provide specificity on the controller units and requirements.
Use manufacturer’s recommendations for required electrical controls for treatment system.
