About this file

This is Amendment A00001 to Solicitation No. 75H701-26-Q-00015 for the Bryan James (Skokomish) Replacement Onsite Sewage System (OSS) project issued by Indian Health Services (IHS), Division of Engineering Services (DES) in Dallas, Texas. The amendment is effective January 28, 2026, and provides government responses to contractor questions submitted via email regarding the solicitation. The proposal submission deadline remains unchanged at February 13, 2026, at 2:00 PM CST.

The document contains seven contractor questions and corresponding government responses addressing site-specific requirements. Key clarifications include: restoration work requires backfilling, grading, and seeding of disturbed areas with excess dirt disposal contingent on homeowner preference and site conditions; employee badges are not required; the gravel driveway may be bored or trenched and backfilled with gravel; final inspection is required only by the County, not the tribe; concrete septic tanks must be used due to high water table and saturated soil conditions, prohibiting substitution of other tank types despite Washington OSS code compliance; and septic installation work must be performed by individuals certified with Mason County per MCC Title 6. Offerors must acknowledge receipt of this amendment by number and date in their cover letter or by submitting a signed copy of Standard Form 30. All other terms and conditions of the original solicitation remain unchanged and in full force and effect.

Bryan James (Skokomish) Replacement OSS Solicitation No.: 75H70126Q00015 A00001

Contractor Questions and Government Responses (bolded below), Dated 27 January 2026, Bryan James

(Skokomish) Replacement OSS:

1. Clarification when we are done do we need to do a full restoration or can we just seed the disturbed area?

Answer: Backfill, grade, and seed disturbed area

2. Do we need to haul off excess dirt or can we spread it out?

Answer: Government should probably check with the homeowner on this, but will need to haul if spreading is not a viable option based on site conditions and/or homeowner preferences.

3. Are we required to have badges for our employees?

Answer: No.

4. Can we tunnel through the driveway instead of cutting the asphalt? If not, do we need to patch the driveway or can we backfill it with gravel?

Answer: It’s a gravel driveway, so it can be backfilled with gravel and can be bored or trenched.

5. Is final inspection needed to be done by the tribe and the county?

Answer: Just the County.

6. Can other types of septic tanks be substituted for the 1200 Gallon Precast Septic and Pump Tank, as long as they meet WA OSS septic code?

Answer: Concrete tanks must be used at this site due to the high water table, and because the tanks are being installed in an area that is saturated from ongoing overflow from the old tanks that are being replaced.

7. On the Septic Permit – Bottom of Page Four – added wording says, “The system must be installed by a certified installer, unless prior authorization is otherwise approved by Mason County.”

Answer: Just to confirm what is in the documents, this is based on Mason County Regulations: Septic

Installers are certified through Mason County Community Services, Environmental Health. All individuals wishing to perform Onsite Sewage Installation work must be certified with Mason County per MCC Title 6.

*As stated within the solicitation, inquiries (questions) must be received no later than 2:00pm CST on 6

February 2026 to allow time for response(s). After which, no further questions are guaranteed to be answered*

NOTICE TO OFFERORS: Offerors must acknowledge receipt of any and all amendments by number and date on their cover letter in their offer or by submitting a signed copy of the SF30. All other terms and conditions remain unchanged.
