Item No. COMMENTS IHS Approved Response
1. We have a roofer that we would like to go out and see the site. He was unable to make initial site visit. We will make anytime you have available work.
Per solicitation instruction L.6. FAR 52.236-27 SITE VISIT (CONSTRUCTION) (FEB 1995) ALTERNATE I (FEB 1995), individual requests for site visits will not be granted.
2. The proposed location of the Jib crane appears to be by the main gas meter. Will additional protection measures need to be considered for the gas meter by the contractor? For after install. During construction and installation, there are currently no concerns.
Re. the jib crane location, there is a jersey barrier in front of it.
However this won’t offer protection if something fell onto or swung into the gas meter or pipes. Even if the gas co. doesn’t require more protection, there needs to be a steel cage or similar above and about half way down.
Alternatively, the jib crane could be moved so its not directly over the gas meter.
3. Please clarify the total roof system, as there are contradictions in the plans and the specifications.
Is this the system to be installed?
a. ½” Gypsum (Vapor / fire Barrier)
b. 2 Layers of 2.6 PolyIso R-30 (not 1 layer 4”)
c. Crickets as noted
d. ½” Coverboard (DensDeck)
e. Mechanically attached through all (some notes say
“adhered”)
f. Totally adhere 60mil PVC (Not mechanically attached)
a. This layer is not required.
b. Total of 4” whether 1 – 4” or 2 -2”
c. Correct
d. Correct
e. Roofing insulation and cover board may be partially or fully adhered. Balance of system to be adhered. Confirm wind rating requirements
f. Roofing insulation and cover board may be partially or fully adhered. Balance of system to be adhered. Confirm wind rating requirements
4. For the purpose of Equal Bids, is all coping Cap to be replaced and covered under warranty?
All coping is to be removed, replaced and warranted per the documents.
5. The proposed location of the Jib crane intersects with an existing gas line that supplies units across the roof. Will this gas line need to be rerouted to accommodate the crane installation?
If existing piping conflicts with new crane location, yes, it will need to be rerouted.

6. Can you provide a lead and asbestos report?
The reports have been provided for Informational Purposes Only for both the Asbestos and Lead Based Paint Reports. (Attachments: Santa Fe Asbestos Inspection Report; Santa Fe Lead Inspection Report)
7.
Could you please confirm if the government would be open to considering alternate solutions that deviate from the specified requirements in the solicitation? And if allowed, how would you prefer the alternate be proposed in our official response?
Our proposed system would be a two-ply SBS modified bitumen system applied in cold-adhesive, which offers several advantages we believe would enhance the overall functionality and efficiency of the project, including:
● Low-VOC application, ideal for sensitive environments such as occupied healthcare facilities
● Increased system redundancy, minimizing future risk of moisture infiltration
● Improved puncture and tear resistance, especially beneficial for foot traffic and extreme weather
● Extended service life and durability, resulting in lower lifecycle cost and fewer disruptions over time
IAW solicitation clause, H.17. APPROVED EQUIVALENTS (OR EQUALS), contractor proposed equivalents shall be submitted for review after award as a Request for Information (RFI). Proposed equivalents will not be reviewed during the solicitation period.

Lightning protection system should remain fully functional during the project
9.
Will the project have a taper layout included?
See Sheet A4.2
10.
Will the Coping cap be replaced? Parapet attachment method. Seems like block/concrete. Current roof is terminated under coping, is this expected on new project?

44. I am requesting approval for Elevate’s MAX PVC as a substitution for the specified PVC roofing membrane. MAX PVC meets and exceeds all outlined performance requirements in the solicitation, ensuring full compliance.
Additionally, it outperforms competing products in durability and long-term performance. Elevate Commercial Roofing Products has been a trusted roofing manufacturer for over 50 years and is also the parent company of Duro-Last, which is already listed in the specification. Given this alignment with the solicitation requirements, I kindly request approval for this substitution.
