About this file

This document is an Amendment (A00001) to Solicitation 75H70125-R-00038 for the Santa Fe Indian Health Center (SFIHC) Roof Replacement and Fall Protection project. The amendment extends the proposal due date to April 22, 2025, at 2:00 PM MST and provides additional documentation, including site visit sign-in sheets and pre-proposal inquiries. The project is a 100% Indian Small Business Economic Enterprise (ISBEE) set-aside under NAICS code 236220, with an anticipated project magnitude between $1,000,000 and $5,000,000.

The amendment addresses various technical clarifications from potential bidders, including roofing system specifications, coping cap replacement, crane installation considerations, and wage determination details. Key responses include confirming that all coping will be removed and replaced, gas lines may need rerouting for crane installation, and proposing equivalent materials will be handled through a post-award Request for Information (RFI) process. The contract will be a Firm Fixed Price (FFP) with a 180-calendar day performance period, evaluated using Lowest Price Technically Acceptable (LPTA) criteria.

5.

Could you please confirm if the government would be open to considering alternate solutions that deviate from the specified requirements in the solicitation? And if allowed, how would you prefer the alternate be proposed in our official response?

Our proposed system would be a two-ply SBS modified bitumen system applied in cold-adhesive, which offers several advantages we believe would enhance the overall functionality and efficiency of the project, including:

● Low-VOC application, ideal for sensitive environments such as occupied healthcare facilities

● Increased system redundancy, minimizing future risk of moisture infiltration

● Improved puncture and tear resistance, especially beneficial for foot traffic and extreme weather

● Extended service life and durability, resulting in lower lifecycle cost and fewer disruptions over time

IAW solicitation clause, H.17. APPROVED EQUIVALENTS (OR EQUALS), contractor proposed equivalents shall be submitted for review after award as a Request for Information (RFI). Proposed equivalents will not be reviewed during the solicitation period.

6. The current wage determination (NM20250031 ) does not include fringe benefits for roofers. Please confirm that this is correct.

Correct, accordingly, please follow the wage rate conformance process as provided in the Wage Determination.

7.

The wage determination on SAM does not have a wage rate for a roofer?

Correct, accordingly, please follow the wage rate conformance process as provided in the Wage Determination.

8. I am requesting approval for Elevate’s MAX PVC as a substitution for the specified PVC roofing membrane. MAX PVC meets and exceeds all outlined performance requirements in the solicitation, ensuring full compliance.

Additionally, it outperforms competing products in durability and long-term performance. Elevate Commercial Roofing Products has been a trusted roofing manufacturer for over 50 years and is also the parent company of Duro-Last, which is already listed in the specification. Given this alignment with the solicitation requirements, I kindly request approval for this substitution.

IAW solicitation clause, H.17. APPROVED EQUIVALENTS (OR EQUALS), contractor proposed equivalents shall be submitted for review after award as a Request for Information (RFI). Proposed equivalents will not be reviewed during the solicitation period.
