About this file

The DSFC GIS Utility Data Dictionary is a comprehensive technical document that details the data structure and domain definitions for a Geographic Information System (GIS) utility infrastructure database for the Indian Health Service (IHS). The document provides a standardized schema for mapping and tracking water and sewer infrastructure components, including feature classes for buildings, water sources, valves, mains, tanks, hydrants, service lines, and various related utility infrastructure elements. Each feature class includes detailed field specifications such as field names, data types, domains, default values, and length, with color-coded recommendations for field completion.

The data dictionary covers extensive domain definitions for various attributes like utility condition, water/sewer component types, materials, purposes, and geographic identifiers. It supports cross-platform capabilities within CAD and ArcGIS environments, with attachment layers and relationship classes for each infrastructure layer. The document is designed to ensure data integrity, facilitate consistent data entry, and provide a comprehensive framework for tracking and managing utility infrastructure across different tribal and regional contexts within the Indian Health Service's geographic information system.

Introduction This document should be used in support of activities where users digitize new data for incorporation into or are updating attribution for existing data in the authoritative data set. Items outlined in this document correspond directly to the IHS DSFC GIS Utility Standard Geodatabase template.

Structure Built upon previous iterations of data sets, the IHS DSFC GIS Utility Standard Geodatabase is a single location for Water and Sewer infrastructure feature layers as well as layers for other supporting information like buildings, fences, and drawings. IHS maintains an authoritative version of this dataset within the ArcGIS Portal environment with cross‐platform capabilities within CAD. Wherever the dataset is accessed from the schema remains the same. This document as well as the DSFC GIS Utility Data

Dictionary – Fields For Completion Excel file outline the fields and domains that are contained within this data set.

Additionally, when viewing the Geodatabase within ESRI software the presence of ATTACH layers and relationship classes exist for each of the layers outlined in this document. The ATTACH layers are solely for storage of attachments, which has been allowed for each layer within the data set. These items can be managed via the attachment manager within ESRI products. Do not make manual changes to the attribute tables of these items.

Feature Classes The following feature classes within the IHS DSFC GIS Standard Geodatabase are presented here alphabetically. While there is no requirement for fields in attribute tables to be filled out, it is recommended that information be filled out to the completeness and extent in which it is feasible, should the data be available. Populating data following these guidelines and utilizing the geodatabase structure from the IHS DSFC GIS standard Geodatabase allows for easy incorporation of new data into the authoritative dataset. Each section includes a brief description of the layer and its purpose, as well as a table that outlines the Field Name, Field Alias, Data Types, Domains, Default Values, Length. The feature class tables in this chapter will have highlighted fields pertaining to the color coded recommendations below:

Must be filled out to populate in GIS

Indicates that fields are auto‐populated by SQL backend script

Recommended fields for completion as part of Operational Guideline

Note that General background fields like Object ID, Global ID, created_user, created_date, last_edited_user, last_edited_date, and Shape fields are not included in this document as those are not part of the items to be manually edited by users. However, when viewing the data within ESRI or CADD applications, these fields may be visible to the user.

Domains Attribute domains are rules that describe the legal values of a field type. They are used to constrain the values allowed for an attribute for a table or feature class. They provide a method for enforcing data integrity by limiting what can be placed on a field to a valid list or range of choices. Whenever a domain is associated with an attribute field, only the values within that domain are valid for the field. In other words, the field will not accept a value that is not in that domain. Attribute domains can be shared across feature classes and tables in a geodatabase.

This chapter displays two figures that contain sets of tables. The first figure (Figure 1) shows what domains are present in each of the layers. The Key for this figure is displayed below.

Feature Name list of the Features currently contained within the Utilities geodatabase

Domains list of the Domains currently contained within the Utilities geodatabase

Highlighted "x" indicates the Feature uses the Domain

The second Figure set contains the Code/Description Pairs, listed in alphabetical order, for each of the

Domains within the dataset (Figure 2).
