SUMMARY OF CHANGES:

Amendment A00001 to solicitation 75H701-24-R-00039 hereby addresses the following:

1. Provides Pre-Proposal Inquiries 1 through 14, dated July 09, 2024, 4 pages.

2. Revises solicitation Sections L.11.(1)(i)(D), Factor 1 (iii) through (vi), Factor 3; and, Sections M.2.(d), M.2.(h) and M.2.1. Factor 1. The attached revised sections are to be replaced in their entirety. Changes are generally identified, for convenience, either by strikeout for deletions, and underlining of text for additions or a single dark line in the margin. All portions of the revised sections shall apply whether or not changes have been indicated.

1. Sheet A311, detail 1, indicates 94’ for the top of the flooring. Sheet S101 indicates the top of the footing at 95’6”. Please advise which top of footing elevation is correct.

If 94’ is the top of the footing, can the contractor, at their discretion, over-excavate approximately 4 ½” for a 6’ foundation wall?

If 95’6” is the top of the footing, can the contractor, at their discretion, over-excavate 10 ½” for a 5’ foundation wall?

94ft is the TO Footing to ensure 4 ft clearance in crawlspace.

No concerns with over-excavation to provide a standard form.

2. Section: Gypsum Board, 092900 G. Gypsum Board Finish Levels.

What level of finish is required in the garages?

Drywall and first tape/mud is all that is anticipated.

3. Garage Windows - No window specification is provided for the windows required in the garage. Please provide

Windows will be the same windows provided in the house.

Please see schedules and elevations. Specification applies to garage windows as well.

4. Overhead Doors - No Overhead Door is provided for the overhead doors required in the garage. Please provide

Garage door information is included in schedule. Hardware is per manufacturer. Provide insulated doors, continuous angles on tracks, and install per manufacturer’s recommended installation guidelines.

5. Geotechnical Report - The geotechnical report indicates numerous “recommendations / recommends” in the report. Are the contractors required to follow each recommendation as indicated in the report or follow the details on the drawings? Please clarify what recommendations should be followed. Some examples include: Corrosivity We recommend a certified corrosion engineer be employed to determine the need for corrosion protection and to design appropriate protective measures. Is this required?

Yes, corrosion engineer is required to determine the need for corrosion protection to design appropriate protective measures. Concrete selection aligns with recommendations from Geotech report.

6. Subsurface Drainage - To prevent hydrostatic loading on the walls, a perforated rigid plastic drain line installed behind the base of the walls and extended below the adjacent grade is recommended.

If required, please indicate the requirements for subsurface drainage on the drawings.

Yes, install perimeter drain per Geotech report information and detail. All pertinent information is included in Geotech report.

Confirmed. Furnishing and installation a backflow preventer is part of this bid package.

8. Roof Plan - Sheet A103 – Can details be provided on the requirements to tie the garage roofs into the modular roofs?

Will this work have to be coordinated with modular delivery and installation, or will this place be done later?

Will the modular company allow the necessary tie-ins, flashing, etc., for the garage trusses and standing seam metal roof?

Tie-in is the responsibility of the installation general contractor. Details and installation requirements for the roof connections will be coordinated with the modular fabricator based on their delegated design.

9. Specification M.2.H – Indicates Any experience provided for a firm other than the offeror(s) (prime contractor(s)) that is not listed under their name/SAM Unique Entity Identifier (UEI) number submitted under this solicitation will not be considered.

Factor 1 (iii) Specialized Experience indicates iii) If any experience will be used for evaluation of other than the prime firm (e.g. affiliates, subsidiaries, parent companies, sister companies, etc.), a teaming arrangement shall be provided. If this is the case, clearly describe any teaming arrangements, which firms, firms’ resources, the relative firms’ roles and responsibilities, and any contractual arrangements established to constitute the offeror’s team.

Section M.2.H indicates experience not listed under the offeror’s name will not be considered, but the Factor indicates experience can be used for evaluation other than the prime firm. Please advise.

Please see Amendment A00001, revised solicitation, Sections L.11.(1)(i) Factor 1, (iii) through (vi); Factor 3; and Sections M.2.(h) and M.2.1. Factor 1. These revisions clarify and provide instructions on the evaluation of other than the prime firm under Factors 1 and 3.

10. Factor 1 (iii) Specialized Experience - If any experience will be used to evaluate firms other than the prime firm (e.g., affiliates, subsidiaries, parent companies, sister companies, etc.).

This requirement leaves it to interpretation when the “etc.” is referred

to. If a team member was a consultant for a general contractor. Can the team member (consultant) use the experience as a consultant?

i.e., Company A (General Contractor) is teaming with Company B (Team Member). Company B has experience as a consultant working for another general contractor on previous contracts that provided services like this solicitation. Can experience be utilized by Company B, the team member for this solicitation?

Yes, see Amendment A00001 revised solicitation section (specifically, Section L, Factor 1, para’s (ii) through (v)) as revisions have been made to help clarify submission of experience for a firm other than the prime contractor. Also, see answer to Question 9, above for revisions made to both Factor 1 and Factor 3.

11. Phasing - Is any phasing required for this project for the foundation work or the garages?

Yes, phasing may be required. The concrete foundations can be put in at any time, however, it does not make sense to build the garages until the modular is set.

12. Modulars - When is it anticipated the modular homes will be procured? This process is currently underway. We do not have a date of when they will be procured as the contract is not complete yet.

13. Is there a design basis for the standing seam roofing panels, or is there information from the modular company for the roofing material so we can match the brand and color?

Specification for standing seam roof is provided in project manual. See spec 074113

14. It appears that FAR Clause 15.305 is identified in the solicitation. Is only section (a)(2)(iv)) of FAR Clause 15.305 a requirement, or is the entire clause applicable to this solicitation?

Specifically, Section 2, Past Performance Evaluation, subfactor (iii):

“The evaluation should take into account past performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the instant acquisition.”

From the Solicitation - In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability “unknown” shall be considered “ACCEPTABLE.”

Section 15.305 of the FAR speaks to the proposal evaluation with paragraph (a)(2), subparagraphs (i) through (vi) discussing how past performance is evaluated. FAR 15.305(a)(2)(iv) is mentioned in this specific part of the solicitation as it discusses how no past performance is evaluated. In summary, FAR Part 15 and all other FAR parts as stated/referenced in the solicitation apply.
