About this file

This document is an Amendment (A00001) to a Request for Quotes (RFQ) for the Nooksack Sulwhanon Community Well project issued by the Indian Health Service. The solicitation is a 100% Small Business set-aside for constructing a 12-inch diameter production well to replace an existing 6-inch well, serving 25 homes and 5 non-residential connections in Everson, Washington. The project's scope includes well drilling, casing, screen installation, mechanical development, testing, and water quality sampling, with a total anticipated project value between $100,000 and $250,000.

The amendment provides detailed responses to 14 contractor questions, clarifying specifications such as drilling shoe requirements, surface seal depth (20 ft), cuttings disposal, temporary fencing, portable toilet needs, and iron testing procedures. The quote submission deadline remains March 13, 2025, at 2:00 PM PT, with a 120-calendar day performance period. A bid guarantee is required, and contractors must be registered in the System for Award Management (SAM). The contract will be awarded as a Firm Fixed Price (FFP) construction contract using price-only evaluation criteria.

Amendment A00001 – SF 30, Block 14 (Cont’d)

1. The following questions received in response to this solicitation have been answered:

NO. QUESTION ANSWER

1 Is a drilling shoe cut required? Yes, see CLIN 0009 in the Section B. Price Schedule and

Specifications Section 01270 Price and Payment 2.02

(Attachment J01).

2 Is a filter pack definitely required? It is possible that the native material will be sufficient for a

10-inch screen without a filter pack. The necessity of the filter pack will be determined by the COR during contract performance once the contractor drills to the final depth.

3 Is the contractor required to dispose of drill cuttings, and where

Yes, see Specification Section 02520 Community Well

Drilling 3.01C (Attachment J01). The spoils can be transported to Cowden Sand and Gravel, located at 440 E

Axton Rd, which is 7.5 miles away and charges $7/yd of spoils.

4 Does the drilling area need to be temporarily fenced? Yes.

5 Does the Tribe have a garden hose near the drill site that the driller can use?

Yes.

6 Does the contractor need to provide a portable toilet? Yes. Note: this is a correction from Specifications Section

01500 Temporary Facilities and Controls 3.03 (Attachment

J01). Revised specifications will be provided with award.

7 Are there any working hours/noise restrictions? Inform Ryan Lewis from the Tribal Utilities department at least 3 days in advance of drilling so he can alert the

Behavioral Health Department, which is located next to the drilling site.

8 The sanitary surface seal is to be to 50-FT, but the quote sheet asks for a 20-FT quote, the drawing shows a maximum of 20-FT, and elsewhere in the specs it says 30-FT. Which is correct? I assume 50-

FT.

The surface seal is to be 20 ft deep.

9 Iron testing - I read this as the Contractor is responsible for collecting the water sample for iron? Who is going to perform the testing? How many tests are being taken? Who is to provide the supplies (test bottles, test kit, etc)?

The contractor shall obtain testing supplies and perform the iron testing. Before drilling begins, the hydrogeologist from

Terraphase Engineering will advise on when and how to test.

10 What is the wall thickness of the 8" riser pipe for the screen?

The minimum 8-inch wall thickness is 0.322, provided in

Specifications Section 02520 Community Well Drilling

2.01A (Attachment J01).

11 What is the purpose of the 8x10 bell reducer at the top of the screen riser? This will make placement of a filter pack near impossible.

The bell reducer is meant to facilitate easier placement of the pump in the riser, but it is correct that it will make the placement of the filter pack too difficult. If the screen design includes a filter pack, a bell reducer is NOT required. Note:

this is a correction from the drawings. Revised drawings will be provided with award.

12 During pumping tests, where will the water be conveyed to - specifically, how far away? Are there road crossings or other issue to placement of our conveyance method?

There is a catch basin in the parking lot adjacent to the drilling site where the water can be discharged (see Exhibit A attached below; catch basin location circled in red). The distance between the drill site and the catch basin is approximately 350 ft. The pipe will go through a Tribal parking lot, but will not need to cross any roads.

13 Based on the information from the site walk, I believe that line 0004 in the price schedule is incorrect, and that the quantity listed shows 200 linear feet, and I believe it should say 230 linear feet?

Correct, the quantity for CLIN 0004 is updated to read: 230

LF. See revised Section B. Price Schedule below. Use this version within the quotation.

14 Is a bid guarantee required for this project? Yes, a bid guarantee is required to be submitted with your quote. See solicitation provision FAR 52.228-1 Bid

Guarantee (Sept 1996) for details. See also solicitation

Section L, paragraph L.3. for quotation submission requirements.

4. The quote due date remains unchanged at March 13, 2025 at 2:00pm PT.

5. All other terms and conditions remain unchanged.

Offerors are reminded to acknowledge all amendments in block 19 of the SF1442 when submitting a quote in accordance with the RFQ requirements.
