About this file
This document contains pre-proposal inquiries and responses for a solicitation seeking renovation and expansion of a Mid-Atlantic Tribal Health Clinic. The Indian Health Service is seeking a contractor to provide all labor, tools, equipment, work facilities and other necessary services to renovate approximately 27,195 square feet of an existing building and expand facilities in Charles City, Virginia. The work includes upgrading primary care, dental, behavioral health, pharmacy, optometry, telehealth and diabetic care services for Native Americans in the region. The performance period is 365 calendar days from notice to proceed with a total project magnitude estimated over $10 million. A site visit was held on June 16th and the solicitation is set aside for small businesses with a preference for Indian Economic Enterprises. 1. RFP Would you be able to clarify if acute care will be offered at this site/ what type of procedures will be performed at the site? Thank you!! COR
Facility will house primary care, dental, diabetic, behavioral health, pharmacy and lab services. Exact type of procedures are still to be determined.
2. RFP
We are also bidding a local fire station the same day and time as the Site Visit for the above referenced project, and our estimators and I will be unable to attend. We can send one of our field supervisors if you recommend such, if the sign in sheet will be posted to SAM, and thus improve our visibility as a bidding general contractor.
CO
IHS can’t recommend who you should send to the site visit as it is up to your firm to decide who to send to the site visit.
A sign-in sheet will be posted to www.sam.gov.
3. RFP Is there access for contractors to the existing facility other than the planned site visit? CO Since the facility is on tribal land, contractors will not be allowed to access it after the site visit has been concluded.
4. RFP Will the existing facility be occupied during the renovations? COR The facility being renovated and expanded is currently vacant. There are other buildings on the property that are occupied.
5. RFP
Given the supply chain problems the entire industry is dealing with, and the fact that we in many cases cannot get delivery commitments until purchase orders are received and processed by vendors and suppliers.
Would the IHS consider delaying the Notice to Proceed until we have commitments from vendors and suppliers for key components, and can integrate same into our CPM schedules?
CO
IHS is aware of the overall industry conditions. Currently.
there are no plans to delay Notice to Proceed, but allocating time for long lead items within the schedule without sacrificing the critical path will be discussed. Once award has been made, IHS will discuss this with the awardee if necessary prior to issuance of the NTP.
