About this file
This is a Questions and Answers document (Amendment 1) for solicitation 75F40126Q133944, addressing clarifications on an Automated Vial Capper Machine and Labeler system being procured by the FDA Office of Acquisition and Grant Services under the Department of Health and Human Services.
The document clarifies critical specifications for the required equipment and processes. The system must perform crimp capping (not screw-type closures) of 3 mL and 5 mL glass vials from Pacific Vial Manufacturing (part number VCAS202239S) using 13 mm and 20 mm aluminum crimp caps with automated sealing capability. Vials have outer diameters ranging from 5/8" to 4" and heights up to 6". The contractor must provide the feeding mechanism, including a rotary table for vial unscrambling and accumulation, with caps supplied separately and loaded via a vibratory bowl feeder system. Vials will contain lyophilized antibody preparations (solids, not liquids). The contractor must also provide downstream conveyor systems and an infeed spacer wheel to feed capped vials to a labeler for application of human-readable text labels (product name, description, lot number) after capping is complete. The vendor must submit a qualification protocol to FDA for review and approval prior to execution. The solicitation amendment and these responses were posted July 21, 2026, with a same-day deadline of 4:00 PM Central Time for any remaining questions.

Questions and answers
1. Is capping required and if so are there any additional details that can be provided regarding capping? The document mentions “consistent capping torque” and “Sealing Capability: Automated aluminum sealing for all supported cap sizes” but this would not be aligned with crimp capping which we assume would be needed in this instance for vials.
Answer: The SOW specifies 13 mm and 20 mm aluminum crimp caps with automated aluminum sealing. The use of the term "capping torque" in the document was an error in terminology — crimp capping does not involve torque, which is associated with screw-type closures. A more appropriate term would have been "capping strength" or "crimp force/quality." To clarify, crimp caps are required for this application, consistent with standard vial sealing practices.
2. Qualification protocol ?
Answer: The vendor shall provide a qualification protocol to FDA for review. The vendor shall address any suggestions, comments and then execute qualification protocol approved by FDA.
3. What vials (manufacturer and part number) will be capped?
Answer: The documents only specify 3 mL and 5 mL glass vials with an outer diameter (OD) ranging from 5/8" to 4" and heights up to 6". Manufacturer: Pacific Vial Manufacturing, Inc.
Part number / product code: VCAS202239S
4. How will the vials be fed to the capper, or should contractor provide the feeding mechanism?
Answer: The contractor provides the feeding mechanism. The SOW requires a "Rotary Table”.
5. Will the vials and caps be supplied separately?
Answer: Yes. Vials are fed via the rotary table/conveyor, while caps are loaded into a vibratory bowl that orientates and feeds them down a chute.
Supplier of Caps
6. Will the vials be arranged in racks (e.g., 96-well format)?
Answer: No. There is no mention of 96-well racks in the SOW. The system relies on bulk loading via rotary unscrambling and accumulating tables.
7. Will the vials be filled with a liquid or a solid? If so, what is the composition of the material?
Answer: Solid. The vial contains a lyophilized antibody preparation.
8. What information should be included on the label (e.g., text, 1D barcode, 2D barcode)?
Answer: The label should include human-readable text only. For example:
· Product or reagent name
· Product description or antibody type
· Lot number etc….
9. At what stage should the vial be labeled, before or after capping?
Answer: After capping. Vials move from the Capper downstream to the Labeler.
10. How will the vials be fed to the labeler, or should the contractor provide the feeding mechanism?
Answer: The contractor provides the feeding mechanism. Vials are fed continuously from the capper to the labeler via the contractor-provided conveyor and an "Infeed Spacer Wheel" to ensure proper spacing for label application.
11. Based on the scope, the vials need to only be crimped and labeled correct?
Answer: Yes
12. Pictures of the vial and label would also be helpful.
Answer: see pictures above.
