About this file

This is a Questions and Answers document for FDA Solicitation 75F40126Q133944, which addresses vendor inquiries regarding an Automated Vial Capper Machine and Labeler System procurement. The document clarifies key procurement requirements without providing substantially new information beyond what is contained in the Statement of Work and related solicitation documents.

The Q&A confirms that vials and rubber stoppers are purchased separately, with stoppering performed by staff before crimping occurs. Vendors are responsible for designing tray solutions compatible with their equipment that accommodate both 3 mL and 5 mL capped and labeled vials, with manual tray exchange onto a rotary accumulation table. The Government declined requests for photographs of existing equipment, pictures of vials and labels, tray drawings, and additional technical illustrations, directing vendors instead to review the complete Statement of Work and solicitation documents for all necessary specifications, dimensions, utility requirements, and configuration details. The document was posted on July 22, 2026, following Amendment 1 issued on July 21, 2026, with a question submission deadline of 4:00 PM Central Time on that date. All technical requirements including system footprint, utility specifications, container compatibility, cap sizes, labeling specifications, conveyor design, and HMI requirements are fully described in the SOW.

Text version

1. Please confirm whether the vials will already be stoppered when provided.

Answer: Vials and rubber stoppers are purchased separately from different vendors. Stoppering is performed as part of the process before crimping by staff.

2. Based on our understanding of the scope, the vials would only need to be crimped and labeled. Could you please confirm if this is correct?

Answer: Please refer to the Questions and Answers provided in Amendment 1.

3. Could you provide pictures of the vial and the label, if available. This would help to better understand the requirements and prepare an accurate quotation.

Answer: Please refer to the Questions and Answers provided in Amendment 1.

4. To provide the exact product, request you to please provide the following information regarding the tray(s)?

a. Are the trays flat-bottomed or pocketed?

b. Tray drawing or a sample tray.

c. Number of vials per tray.

d. Center-to-center pitch between vial positions, if applicable.

e. Please confirm tray exchange is to be manual.

Answer: The SOW provided the requirements. Vendors are responsible for proposing a tray solution compatible with their system design that accommodates capped and labeled 3 mL and 5 mL vials as specified in the SOW. The Government will review tray designs submitted as part of the vendor's proposal and determine whether the proposed design meets the SOW requirements. Tray exchange is manual. Trays are manually placed onto the rotary table ledge and pushed to the rotary accumulation table.

5. Could you please provide any available pictures, drawings, layout diagrams, existing equipment photos, or other technical illustrations related to the required Automated Vial Capper Machine and Labeler System?

Answer: Pictures or photos of the existing equipment will not be provided, as the current system is outdated and would not be representative of the required replacement system. All technical specifications, dimensions, utility requirements, and configuration details necessary to submit a technically compliant quote are provided in the Statement of Work and solicitation documents. Vendors are encouraged to refer to those documents for all system requirements.

6. Any additional information regarding the current setup, desired configuration, or integration requirements would also be greatly appreciated and will help us submit a technically compliant quotation.

Answer: All configuration, integration, and technical requirements for the Automated Vial Capper Machine and Labeler System are fully described in the Statement of Work, including system footprint, utility requirements, container compatibility, cap sizes, labeling specifications, conveyor design, HMI requirements, and qualification/installation requirements. No additional information beyond what is provided in the solicitation documents will be made available. Vendors are encouraged to review the SOW thoroughly.
