About this file
This document is an Amendment #1 Response to Questions for Solicitation Number 75F40125Q00266, issued by the Department of Health and Human Services Food and Drug Administration Office of Acquisition and Grant Services. The amendment addresses five key questions from potential contractors regarding a sequencing services procurement. Specific clarifications include: sample formats (frozen porcine tissue or frozen cell pellet), confirmation that 16 samples can be batched in a single run, allowance for proposal submission while NAICS code update is pending, acceptance of screenshot confirmations for updates, and flexibility in schedule table revisions.
The solicitation emphasizes a desired 13-week turnaround time from final sample receipt, with minor timing adjustments permitted across individual workflow steps. Contractors are advised that the total project completion time should not exceed 13 weeks, and the turnaround time directly impacts the FDA's sample delivery cutoff date. Potential bidders can submit proposals concurrently with their NAICS code update process, and administrative screenshots documenting update submissions are considered sufficient for evaluation purposes.

Amendment #1 – Sol No. 75F40125Q00266
Response to questions
1. What will be the format of the porcine tissue? fresh frozen? (Not FFPE, correct?)
Samples will be either frozen porcine tissue or frozen cell pellet. Frozen cell pellet if only one can be accommodated.
2. The shipment sizes are possibly in groups of 5 or 6. Are you requesting that the contractor run the Long Read Sequencing in groups of 5 or 6, shortly thereafter, or can we batch them in a 16 sample run once all samples are received? (most cost effective)
The samples can be batched to run all 16 at once.
Could you kindly advise:
3. Whether proposal submission is still allowed while the NAICS code update is pending?
Yes
4. If a screenshot or confirmation of the update submission from our administrator would be sufficient for the evaluation?
Yes
5. can you confirm whether minor revisions to the schedule table (Section 3.1)—such as adjusting the turnaround time for each steps based on our internal workflow—are permitted, as long as all deliverables are provided within the required contract period.
The turnaround time directly impacts the cut off date for FDA to send the samples to the contractor.
A 13 week turn around time from final sample receipt by the contractor is highly desired.
Differences in the timing of each individual step can have minor revisions if the total time is 13 weeks or less.
