Text version
1. What is the current contract # for this requirement and who is the current supplier?
Response: Current contract number 75F40119P10320 and contractor is Christopher I. Oyolokor.
1. When was the most recent Semi-annual inspection conducted and will the GOV provide a copy of this?
Response: The semi-annual inspection is hereby removed from this requirement as a deliverable.
1. Will the GOV allow offerors to price each service cost into separate CLINs instead of a singular lump sum CLIN? PG 18 of 49 states that offeror may “provide a detailed quote in their own format” but we just want to confirm the below example is acceptable. This allows for better cost management and doesn’t tie down the offeror if the facility utilizes more than 147K Gallons of LN nor the GOV in the event the GOV receives less than 147K Gallons (i.e., the GOV is invoiced for exactly what is supplied/provided). See example below:
Response: The above pricing is fine for solicitation purposes. The award will include a single line item with the fixed price for the monthly monitoring and emergency response will be fixed price and the liquid nitrogen will be based on actual amount in gallons provided at refill per contract period.
1. Does the facility require Industrial Grade or Medical Grade Liquid Nitrogen that meets the 99.9998% quality/purity?
Response: Medical Grade Liquid Nitrogen.
1. Will the GOV allow vendors to schedule a site visit to observe tank site conditions and deliverability access for the delivery truck?
Response: As long as the site visit occurs during regular business hours to ensure the availability of loading dock staff. Contact nick.sartain@fda.hhs.gov to arrange for a site visit if needed. Requests must be made by 1PM Central Time on June 4, 2024.
Reserve Manifold Clarification:
4. How many Cylinders and what are the Cylinder sizes that make up the Reserve Manifold?
Response: There is not a backup system for LN system so there are no cylinders
4. Are the Cylinders GOV Owned?
response: There are no Cylinders.
4. If so, how many Cylinders does the GOV own on its property books to ensure no interruption in supply for the manifold reserve (e.g., if a GOV-Owned Cylinder requires retesting)?
Response: N/A
4. Additionally, if the Cylinders are government Owned, how does the GOV plan to handle hydrostatic testing for those cylinders out of test (typically a 5-year and 10-year test) Response: There are no Cylinders
4. Is the Offeror required to fill/replace GOV Owned Cylinders for the Manifold?
Response: N/A, there are no Cylinders
4. Utilizing Google Maps 3D view in conjunction with the Visitor Parking Map on the FDA’s site for the White Oak Campus (as of APR 2020 – see attached), please confirm if the below image is an accurate depiction of the current Bulk Nitrogen tanks to be filled/serviced on this contract. The RFQ states that Tank is located “outside of Loading Dock 52,” which based on the screenshot below, the Reserve system appears to have a Main, Reserve, and Cylinders.
Response: Yes, the image is an accurate depiction.
1. What is the average daily usage (in inches)?
response:
The bulk tank has a net fill of 8,700 gallons.
The daily usage average over a year is approximately 360 gallons per 24 hours.
The usage average over a year is approximately 11,160 gallons per month.
There is not a backup system for LN system so there are no cylinders.
1. What are the current Main tank Set Points for the Main Tank (& Reserve if applicable. e.g., Full Trycock, Reorder Point, Refill Point, Low Level Alarm)?
Response: The alarm point is 40%. There are no reserve tanks.
1. Is the 30” point notated in the RFQ the gauge point in which there are approximately (10) days’ worth of Nitrogen product remaining in the tank based on average usage?
7. This is based on the PG 2 of 49 stating that the tank levels must be maintained between 30” – 110” and PG 2 of 49 stating that “in no case shall the tank have less than a 10-day supply.”
Response: Yes, the 30” point is the 10-day supply.
1. How does the facility account for costs incurred by the Contractor for Emergency Deliveries that are due to malfunction or error of the GOV Owned Tank System?
Response: The government pays for actual nitrogen delivered. All delivery and shipping shall be included in the price per gallon.
1. Please clarify the delivery days/windows as there are contradictions in the RFQ: PG 4 of 49 states that deliveries are Mon-Fri 8:30 AM – 5:30 PM CT and not to deliver on federal holidays yet PG 2 of 49 states that levels must be maintained 24/7, 365 days a year.
Response: Amend the SOW to specify that levels must be maintained 24/7, 365 days a year, and that deliveries on weekends and holidays are permitted only for emergencies.
11. Additionally, I would like to know the details of the prior incumbent before the current contractor, including their name, award amount, and the number of gallons of liquid nitrogen they delivered.
Response: We do not have that information.
12. Are there any areas where the current incumbent's performance could be improved? We aim to address these areas proactively to ensure high-quality service if we are awarded the contract.
Response: We do not provide performance information on other contractors.
13. Are there any specific challenges or considerations related to the telemetry monitoring system and its maintenance that we should be aware of?
Response: The telemetry monitoring system is contractor owned and maintained.
14. Make and model of each tank.
Response: N/A
15. Are any of the tanks on roller casters? If so which ones and how many
Response: N/A
16. Response The tank is fixed to the ground there are no roller casters.
N/A.
17. How many are floor mount vs table mount, count of each with manufacture and model#.
Response: N/A The tank is fixed to the ground
